【摘要】 城镇化快速发展伴随着粗放经济体制带来了诸多的城市问题,新常态的出现为其带来了新的转机。在新常态的推动下国家层面各项战略也有了新的发展方向,尤其在新型城镇化与产业转型升级中,对于多领域的综合升级与各项产业整合有着重要作用。随着城市发展战略方向的转变,存量发展已成为城市发展的主流形态,存量更新规划成为引导城市更新的核心手段,而工业用地往往是城市更新的重要组成部分和率先启动区。基于存量规划的视角,本文以昆山高新区工业用地为研究对象,对国内外相关现有研究进行梳理,分析存量规划的特征与要素、存量规划的城市需求与进程,讨论存量规划与工业用地更新的关系,解析工业用地的作用、功能、性质等相关内涵,并对工业更新的特征与发展趋势进行诠释;整理城市更新理论、产业转型理论、博弈论等相关理论基础,分析其与研究对象的关联性;通过对国内外工业园区更新规划建设案例的分析与研究,借鉴存量工业用地更新在组织方式、更新途径、开发模式、更新阶段等方面的规划设计方法与实施管理经验。在理论研究的基础上,通过确定划定对象的范围、了解研究对象的基本情况,在工业用地更新思想的指导下,确定了包括工业用地综合潜力评价、不同利益主体诉求分析和工业用地管理与规划机制分析等三个方面的调研内容。通过实地调研、问卷调查、模型构建、数据分析、机制探讨等一系列分析研究之后,发现了部分土地利用效率与收益亟待提高、多方主体利益分歧阻碍区域再开发、高新区管理与规划机制尚不完善等工业用地更新中所面临的问题,为工业用地更新规划与策略的研究提供基础支撑与方向指引。最后,以相关理论研究和昆山高新区实践调查的结论为基础,对昆山高新区存量工业用地更新路径进行梳理,并根据更新路径的指引,提出推动昆山高新区综合提升的更新策略。在升级传统制造业、植入现代服务业、划分更新片区和基本控制单元、划定“特定意图区”等产业转型策略的引导下,提高存量工业用地的增值效益;使昆山高新区存量工业用地的更新满足多元利益主体的诉求,在博弈中实现利益的协调与共享;通过形成兼顾多元主体的更新操作模式、构建融合存量更新要求的规划控制体系等实施策略建立起动态长效的调控与管理机制,在更新规划的过程中同时实现关注民生、盘活存量和有效管理。更多还原

【Abstract】 The rapid development of urbanization has brought many urban problems along with the extensive economic system,and the emergence of the new normal has brought a new turn.Under the impetus of the new normal,various strategies at the national level have also taken a new development direction,especially in the new urbanization and industrial transformation and upgrading,which plays an important role in comprehensive upgrading of various fields and integration of various industries.With the transformation of urban development strategy direction,stock development has become the mainstream form of urban development.Stock renewal planning has become the core means to guide urban renewal,and industrial land is often an important part of urban renewal and the first start-up zone.Based on the perspective of stock planning,this paper takes the industrial land of Kunshan High-tech Zone as the research object,sorts out relevant existing research at home and abroad,analyzes the characteristics and elements of stock planning,urban demand and process of stock planning,and discusses stock planning and industrial land renewal.The relationship,the analysis of the role,function,nature and other related connotations of industrial land,and the interpretation of the characteristics and development trends of industrial renewal;collation of urban renewal theory,industrial transformation theory,game theory and other relevant theoretical basis,analysis of its research objects Relevance;through the analysis and research on the case of the renewal planning and construction of industrial parks at home and abroad,the planning and design methods and implementation management experience in the aspects of organization,update,development and update are discussed.On the basis of theoretical research,by determining the scope of the delineated objects and understanding the basic conditions of the research objects,under the guidance of the industrial land renewal ideas,the comprehensive potential evaluation including industrial land,the analysis of different interest subjects and the management of industrial land are determined.Research content in three aspects,such as planning mechanism analysis.After a series of analysis and research,such as field research,questionnaire survey,model construction,data analysis and mechanism discussion,it is found that some land use efficiency and benefits need to be improved,the differences of interests of multiple parties hinder regional redevelopment,and the management and planning mechanism of high-tech zones is not yet Improve the problems faced in the renewal of industrial land,and provide basic support anddirection guidance for the study of industrial land renewal planning and strategy.Finally,based on the relevant theoretical research and the conclusions of the practice survey in Kunshan High-tech Zone,the update route of the industrial land use in Kunshan High-tech Zone is sorted out,and according to the guidance of the update route,an update strategy for promoting the comprehensive improvement of Kunshan High-tech Zone is proposed.Under the guidance of industrial transformation strategies such as upgrading traditional manufacturing,implanting modern service industries,dividing updated areas and basic control units,and delineating “specific intention areas”,improve the value-added benefits of existing industrial land;and make Kunshan High-tech Zone stock industrial land.The update satisfies the appeals of multi-stakeholders,realizes the coordination and sharing of interests in the game,and establishes dynamic long-term regulation and management by forming an implementation strategy that takes into account the multi-agent update operation mode and the construction of the integrated inventory update requirements.In the process of updating the planning,the mechanism will simultaneously pay attention to people’s livelihood,revitalize the stock and effectively manage.更多还原
