【副题名】从公众风险认知到风险交流制度构建

【摘要】 食品安全领域因为与人类健康、社会稳定和经济发展息息相关,其监管问题历来为各国高度关注。近年来,我国大型食品安全事件频频发生,修订后的《食品安全法》于2015年正式通过,承载了立法者进一步加强监管力度的厚望。本文尝试结合心理学理论、风险社会学理论的知识,从公众风险认知的角度出发,通过完善《食品安全法》中的风险交流制度,进而突破我国食品安全监管的困局。本文第一章通过数据和案例,论述了公众风险认知偏差在食品安全监管困局中的表现与成因。第二章分析了将该问题诉诸风险交流制度的合理性与必要性,并揭示了我国食品安全风险交流制度在立法和实践中所暴露的主要缺陷。基于该等缺陷,第三章从风险交流的内容、方式和策略等方面为《食品安全法》确立的风险交流制度提出相关建议。更多还原

【Abstract】 The problem of food safety supervision is always raising concern of each country due to its close connection with human health,social stability and economic development.From recent years,large food safety accidents occurred frequently in the People Public of China.The amended Food Safety Law of the PRC was passed in 2015 officially,bearing a high expectation on stronger supervision from law makers and showing a strong determination to break the dilemma of food safety supervision.This paper intends to break dilemma of food safety supervision in China by perfecting system of risk communication in the Food Safety Law of the PRC and combining theories of psychology and risk society from perspective of public risk perception.The first chapter discusses the performance and reasons for generation of public risk perception deviation in dilemma of food safety supervision by using statistics and cases.The second chapter analyzes the rationality and necessity of using risk communication system as a solution to this problem and finds its main drawbacks in legislation and practice.Based on such drawbacks,the third chapter gives relevant suggestions for the risk communication system settled in the Food Safety Law of the PRC in aspect of content,mode and strategy.更多还原
