【摘要】 近年来,我国在扶贫攻坚的道路上勇于探索与创新,取得了一定的成果,但贫困依然没有得到全面的解决。2013年,习总书记第一次提出了精准扶贫的理念,通过多年的发展和完善使各贫困地区和贫困户能够通过自身的具体情况来采取有效的帮扶措施从而达到脱贫致富的目标。同时国家旅游局李金局长指出,我国有70%的旅游资源分布在革命老区、中西部地区等贫困区域;在我国几百个贫困县中,有300多个属于国家限制开发县,经济发展虽然落后但是生态资源十分良好,且具备发展乡村旅游的物质条件。因此为了进一步的促进贫困地区的经济发展,将精准扶贫与乡村旅游两者相互融合,通过乡村旅游精准扶贫的方式来带动贫困人口脱贫致富。本文以精准扶贫为主要切入点,首先通过大量文献的阅读对乡村旅游精准扶贫所涉及到的相关概念和国内外的研究现状进行梳理,运用基础理论譬如比较优势理论、利益相关者理论以及亲贫困增长理论等为论文的持续研究奠定了坚实的理论基础,从而确定论文的研究对象和研究方法。其次,通过乡村旅游精准扶贫的识别、帮扶和管理来确立乡村旅游精准扶贫的融合体系。在识别层面主要是对扶贫地区、扶贫对象和扶贫项目的精准识别,并根据各识别因子的不同来构建乡村旅游精准扶贫的识别评价体系,通过层次分析法的运算来对各因子的权重进行判断;帮扶层面主要是找出精准扶贫和乡村旅游之间的对接指标并通过对接标准来建立相应的对接模式以此达到精准帮扶的目的;管理层面上首要是通过对各管理主体的精准识别,在针对各主体采取不同的管理措施。最后,从产业、空间、运营和实施保障这四个层面对乡村旅游精准扶贫规划提出相应的方法和策略。产业方面实现产业结构调整、构建旅游扶贫专项产业链,产品策划、打造贫困户产品专属销售平台;空间方面进行空间布局、助推旅游扶贫联动发展,游线组织、围绕贫困户筹划特色游线;实施保障方面实行教育扶贫来阻断贫困户的代际传播,机制创新来构建以贫困户利益为主体的长效机制等。并通过金寨县小南京村对本文的研究内容进行案例认证。更多还原

【Abstract】 In recent years,China has been brave enough to explore and innovate on the road of poverty alleviation,and has made some achievements,but poverty still has not been comprehensively solved.In 2013,general secretary xi put forward the concept of targeted poverty alleviation for the first time.Through years of development and improvement,all poverty-stricken areas and households can take effective measures to help them out of poverty and get rich through their own specific conditions.Therefore,in order to further promote the economic development of poor areas,targeted poverty alleviation and rural tourism should be integrated to drive the poor population out of poverty and get rich through targeted poverty alleviation through rural tourism.Based on accurate as the main entry point for poverty alleviation,this paper first through a large number of literature reading accuracy on rural tourism poverty alleviation involved related concept and the research status both at home and abroad to comb,using the basic theories such as comparative advantage theory,stakeholder theory and pro poor growth theory for the continuous research of the paper laid a solid theoretical foundation,thus the research object and research method of the paper.Secondly,the integration system of targeted poverty alleviation in rural tourism should be established through the identification standard,assistance standard and management standard of targeted poverty alleviation in rural tourism.At the level of identification criteria,accurate identification of poverty-stricken areas,poverty-stricken objects and poverty-stricken projects is mainly carried out.The identification and evaluation system of targeted poverty alleviation in rural tourism is constructed according to different identification factors.The weight of each factor is judged by the calculation of analytic hierarchy process.At the level of assistance standards,the docking standards are mainly found between targeted poverty alleviation and rural tourism,and the corresponding docking model is established through the docking standards to achieve the purpose of precise assistance.Management standards are primarily based on the accurate identification of each management subject and diffeerent management measures are taken against each subject.Finally,the paper proposes corresponding methods and strategies for the targeted poverty alleviation program of rural tourism from the perspectives of industry,space and·implementation guarantee.In terms of industry,industrial structure adjustment,construction of tourism poverty alleviation special industrial chain,product planning,and creation of exclusive sales platform for poor households;In ternns of space,we should make spatial layout,promote the coordinated development of tourism and poverty alleviation,organize tour lines,and plan characteristic tour lines around poor households.In the aspect of implementing security education poverty alleviation is carried out to block the intergenerational communication of the poor households and mechanism innovation i5 carried out to build a long-term mechanism with the interests of the poor households as the main body.And through the jinzhai county small nanjing village of the research content of the case certification.更多还原
