【摘要】 党的十九大报告强调创新是引领发展的第一动力,要坚定不移的实施创新驱动发展战略。而实施创新驱动发展战略在于科技创新,高新技术产业作为技术密集型产业,科技创新是推动高新技术产业实现加速发展的关键因素。因此,深入剖析创新驱动视域下高新技术产业的发展状况,对于区域经济发展具有重大的现实意义。福州市作为福建省政治、经济与文化中心,科教资源丰富,同时面临“一带一路”、自贸区等国家战略先机,具有优渥的产业发展条件;然而,福州市高新技术产业创新成果产出及转化效率较低,未能形成现代经济发展的强劲动力,产业持续创新能力亟待提升。本文依据福州市高新技术产业发展现状,分析创新驱动视域下福州市高新技术产业发展过程中出现的问题,以期实现福州市高新技术产业跨越式、高端化及协同发展。本文共分为六个部分:第一,通过综合分析创新驱动与高新技术产业的相关研究,对现存理论进行归纳评述,发现其中不足,进而提出本文的研究思路和特色之处。第二,在理论分析的基础上,从高新技术产业发展的实践角度出发,提出创新1.0至3.0、持续创新链及创新共生体驱动高新技术产业跨越式、高端化及协同发展的三大机理,为全文奠定理论基础。第三,在数据整理分析的基础上,从高新技术产业创新环境与优劣势、机遇与挑战等方面对福州高新技术产业的发展进行分析,为福州市高新技术产业的深入研究提供现实依据。第四,通过构建高新技术产业持续创新能力指标体系,运用多级优度综合评价方法对福州市高新技术产业持续创新能力进行综合评价,从横向与纵向上分析优势与不足。第五,在实地调研的基础上,探讨和分析国内外城市实施高新技术产业战略的特点,结合福州市产业现实情况,为构建福州市高新技术产业创新战略提供思路。最后,基于驱动机理与福州市高新技术产业持续创新能力的评价,构建福州市高新技术产业创新驱动战略,并针对性提出福州市高新技术产业发展对策。更多还原

【Abstract】 The report of the 19th CPC National Congress emphasizes that innovation is the primary driving force for development,and we must unswervingly implement innovation-driven development strategies.The implementation of innovation-driven development strategy lies in scientific and technological innovation,high-tech industries as technology-intensive industries,and technological innovation is a key factor in promoting innovation-driven development of high-tech industries.Therefore,it is of great practical significance for the development of regional economy to carry out an in-depth analysis and investigation of the high-tech industry under the drive of innovation.As the center of politics,economy and culture in Fujian Province,Fuzhou is rich in resources for science and education.At the same time,it has strategic opportunities such as the "Belt and Road Initiative" and the Free Trade Zone.It has excellent industrial development conditions;however,Fuzhou’s high-tech industry has continued to show the ability to innovate and the transformation of innovation results are relatively inefficient,failing to form a strong driving force for modern economic development.Based on the status quo of the development of high-tech industries in Fuzhou City,this paper analyzes the problems in the development process of high-tech industries in Fuzhou under the drive of innovation,with a view to realizing leap-forward,high-end,and coordinated development of high-tech industries in Fuzhou City.This article is divided into six parts:First,based on the theoretical research on domestic and foreign innovation-driven innovation and the development of high-tech industries,through the summarization and review of existing studies,we discovered the shortcomings,and then proposed the characteristics of the research ideas and innovations.Second,on the basis of theoretical analysis,from the perspective of the practice of the development of high-tech industries,three major mechanisms are proposed:innovation 1.0 to 3.0,continuous innovation chain,and innovative symbioses to drive high-tech industries to leapfrog,high-end,and collaborative development.Lay the theoretical foundation for the full text.Thirdly,on the basis of the analysis and analysis of actual data and on-the-spot investigations,we will analyze the development of the high-tech industry in Fuzhou from the perspective of the innovation environment,advantages,disadvantages,opportunities,and challenges of the high-tech industry,in order to thoroughly study the high-tech industry in Fuzhou.Fourth,through the construction of the hi-tech industrial continuous innovation capability index system,a multi-level comprehensive evaluation method is used to comprehensively evaluate the continuous innovation capability of the high-tech industry in Fuzhou,and to analyze the advantages and disadvantages horizontally and vertically.Fifth,on the basis of on-the-spot investigation,we will discuss and analyze the characteristics of domestic and foreign cities implementing high-tech industrial strategies,combine the industrial realities of Fuzhou,and provide ideas for the construction of Fuzhou’s high-tech industry innovation strategy.Finally,based on the driving mechanism and the evaluation of the continuous innovation capability of the high-tech industry in Fuzhou,a strategic for industrial innovation-driven was constructed,and the countermeasures for the development of high-tech industries in Fuzhou were proposed.更多还原
