【副题名】以厦门市思明区为例

【摘要】 随着中国经济体制的深化改革,中国的社会治理体系也进入转型的快车道。社区被视为政府公共管理与公共服务的最小单元,能够最直接触及民众,是基层社会治理问题的“照妖镜”,能够反映社会现实,通过完善社会治理体制达到促进社会和谐发展的目的。滨海旅游被视为海岸带的主要人类活动之一,当前我国海洋经济发展呈现出蓬勃发展的大好势头,加快滨海城市旅游社区治理创新、鼓励社会自我转型和提升城市内涵增效,有利于保障公众的长远利益。由于涵盖了中心城区旅游社区、海岛型旅游社区、“村改居”开放型旅游社区的多样性,本文选取厦门市思明区为研究个案,确定滨海城市旅游社区治理创新研究的方法路径:以治理理论为理论工具,通过解析思明区旅游社区治理创新的实践动因和形成机制,并与传统社区治理模式进行比较;明确“协商共治”作为旅游社区治理基本原则的优越性,坚持更为多元化、生态化和社会化的运行机制;通过运用创新生态系统理念,明确普通社区向旅游社区转变的过程中组织结构会出现断层,需要通过激发旅游社区内生动力完善社区治理的组织构架。按照上述思路,探索适合我国滨海城市旅游社区治理的优化路径。本论文主体包括七部分:第一部分,对论文的选题背景、研究意义、国内外文献研究现状、研究思路与研究框架进行阐述,并介绍选择厦门市思明区作为研究个案的原因;第二部分,对滨海城市旅游社区治理的实践动因进行了细致的阐述;第三部分,以创新生态系统视角剖析滨海城市旅游社区治理的形成机制;第四部分,通过对滨海城市旅游社区治理模式特征进行分析,总体把握厦门市思明区旅游社区治理模式的实践进展;第五部分通过考察思明区旅游社区治理实践,重点分析“思明模式”下旅游社区治理存在的主要问题;第六部分回应第五部分的分析,有针对性地提出滨海城市旅游社区治理的优化路径;结论部分,通过梳理全文脉络,运用文中研究成果对笔者关注的三个滨海城市旅游社区治理相关问题进行分析,期待与其他学者形成共鸣。更多还原

【Abstract】 With the deepening of economic structure,the process of social governance is entering the fast line.Community as directly related people’s tentacles at the grassroots level is the basic unit of the government’s public management and public service.It can be able to reflect the true social governance problems,also can most effectively supplement and improve the existing management system.Based on the booming development of marine economy that coastal tourism is one of the main human economic activities occurred in coastal region.Currently,conforming to our country economy development trend,research on the optimization and innovation of coastal city tourism community governance model which is in favor of the public’s long-term interests.This paper determines the coastal city tourism community governance argument with the example of community in Siming district,Xiamen,using the governance theory as the main tool,combines with the comparison between the traditional and innovative community governance mode of coastal tourism city,and sticks to the consulting co-governance mode as the basic choice,trying to construct organizational structure and operational mechanism,which is suitable for tourism community governance in coastal city.The main body include seven parts.The first part mainly describes the research background and historical meaning of subject selection,collection of general sum-up of related search,confirmation of research method and framework,and states the reason of selecting Siming district in Xiamen as research case.The second part is related to the practical motivation of coastal city tourism community governance.Being in the third part,there shed light on the formation mechanism of tourism community governance in the perspective of an innovation ecosystem.In the forth part,mainly describes the current situation of tourism community governance in Siming district through by clear and definite the characteristic and model of tourism community.The fifth part analyzes the practice of Siming-Mode to deal with the existed problems and get the major reasons which restrict development of tourism community;The sixth part conforms to the fifth part puts forward countermeasure suggestions to perfect the coastal city tourism community govemance;The last part is the conclusion,sums up the research production and deficiencies in this paper,finally forecasts the development trend of the subject.更多还原
