昆明市中心城区城市空间增长边界研究

【摘要】 当前中国城市处于快速城市化进程阶段,社会经济高速增长、城镇人口的快速聚集、城市建设用地无序蔓延,进而给城市带来了交通拥挤、环境破坏、耕地锐减等一系列城市病。城市空间增长边界的划定实现城市的合理扩张,也保护了城市周边生态格局。科学预测及划定城市空间增长边界,已成为城市规划决策中重要部分。主要研究内容:(1)昆明市中心城区建设用地时空演变分析研究选取1990年、2000年、2010年及2017年昆明中心城区范围的4期遥感影像图作为研究基础,通过ENVI判读4期影像内建设用地变化,象限分析法分析各个象限内建设用地扩张时空特征,结合4个时期建设用地景观格局变化,分析建设用地的布局特征,确定影响昆明城市空间形态变化的主要因素。(2)基于土地生态适宜性评价划定城市空间增长边界基于层次分析法及土地生态适宜性评价,得到土地生态适宜性评价图,确定昆明中心城区建设用地扩张时序,划定明确城市空间刚性增长边界,根据昆明总体规划对2020年人口预测及人均用地面积需求划定2020年弹性增长边界。(3)城市空间增长边界与总规空间管制及现状建设用地对比研究划定城市空间增长边界与总规空间管制对比,找出边界区别,强调对城市基本生态安全本底的保护;现状建设用地与划定城市空间增长边界对比,提出未来城市空间增长、用地布局及现状建设用地调整建议,总结提出城市空间增长相关策略。主要研究结论:(1)昆明市城市空间形态由单中心圈层结构扩张转变为多中心组团结构扩张,城市空间向东北向空港新区及东南向呈贡区扩张。影响城市空间扩展的主要因素包括自然地理环境、社会经济及人口、政策及产业布局、城市职能定位、交通因素。(2)建设用地景观格局指数分析,明确昆明中心城区内主城区建设通过旧城改造实现新增长,呈贡新区及空港新区建设逐渐形成规模,但是没有集约发展。(3)研究从生态本底保护的角度出发,通过土地生态适宜性评价结合现状土地覆被情况,划定昆明市中心城区城市空间刚性增长边界范围为782.45km2,根据昆明总规预测2020年430万人口及100m2的人均用地面积划定430km2的弹性边界。(4)划定空间增长边界与总规空间管制对比,强调对城市周边自然生态环境的保护。划定空间增长边界与现状建设用地对比,确定城市建设用地未来最大增长余量为355.21km2,针对超出边界范围的建设用地给出用地布局调整的相关建议。

【Abstract】 At present,Chinese cities are in the stage of rapid urbanization,with rapid socio-economic growth,rapid urban population agglomeration,and unpredictable spread of urban construction land,which has brought urban diseas such as traffic congestion,environmental damage,and sharp decline in arable land.The delineation of the urban spatial growth boundary achieves a reasonable expansion of the city and also protects the ecological pattern around the city.Scientific prediction and delineation of urban spatial growth boundaries has become an important part of urban planning and decision-making.The main research content:(1)Analysis on the Temporal and Spatial Evolution of Construction Land in Downtown Kunming.The study selected four remote sensing image maps in the urban area of kunming in 1990,2000,2010 and 2017 as the basis for the study.Through ENVI interpretation of the change of construction land in the four-phase image,The quadrant analysis was used to analyze the spatio-temporal characteristics of construction land expansion in each quadrant.,Combining the changes of landscape patterns of construction land in the four periods,analyzing the layout features of construction land,and determining the main factors affecting the spatial pattern of urban space in Kunming.(2)Delimitation of Urban Spatial Growth Boundary Based on Land Ecological Suitability Evaluation.Based on the analytic hierarchy process and land ecological suitability evaluation,the evaluation map of land ecological suitability was obtained,the expansion time sequence of construction land in central urban area of Kunming was determined,the rigid growth boundary of urban space was defined,and the elastic growth boundary of 2020 was demarcated according to the Kunming master plan.(3)Demarcation of urban spatial growth boundary versus total regulatory space control and status quo construction land use.Study and delineate the comparison between urban spatial growth boundary and total regulatory space control,identify boundary differences,and emphasize the protection of the basic ecological safety of the city;compare the current construction land with the delimitation of urban spatial growth boundary,and propose the future urban spatial growth and land use layout And the status quo of construction land adjustment proposals,summarizes and proposes strategies related to urban space growth.The main conclusions of the research are as follows:(1)The spatial pattern of urban space in Kunming has changed from the expansion of the single-center circle structure to the expansion of the multi-center cluster structure.The urban space has expanded northeast to the Airport New Area and southeastward to Chenggong Area.The main factors influencing urban space expansion include natural geographical environment,socio-economic and population,policy and industrial layout,urban function positioning,and transportation factors.(2)The index analysis of the landscape pattern of construction land clearly shows that the construction of the main urban area in the center of Kunming has achieved new growth through the transformation of the old city.The construction of the Chenggong New Area and the Airport New Area gradually formed scale,but there was no intensive development.(3)From the perspective of ecological background protection,the study defined the urban urban space rigid growth boundary range of 782.45 km~2 in Kunming downtown by integrating the evaluation of land ecological suitability with the current status of land cover.According to the Urban Master Plan,an elastic boundary of 430 km~2 was determined.(4)The demarcation of the space growth boundary and the total regulation space control,emphasize the protection of the natural ecological environment around the city.Border space growth compared with present situation of construction land,determine the future of land used for urban construction biggest growth margin of 355.21 square kilometers,in view of the construction land beyond the border land layout adjustment Suggestions are given.
