【摘要】 从2013年习近平总书记提出精准扶贫的概念开始,以贫困户瞄准为识别对象的扶贫工作已经开展了近5年,减贫成效显著,贫困人口从2013年的9899万减少到2016年的4335万,贫困发生率由10.2%下降到4.5%。2016年“两会”期间多次强调要将扶贫攻坚作为“十三五”期间的头等大事,确保到2020年现行标准下农村牧区贫困人口全部脱贫。越往后脱贫攻坚的难度越来越大,每个月需要减贫100万才能在预期内实现目标。中国的扶贫工作长期以来采用政府主导的方式,采取中央统筹、省负总责、市县抓落实的工作机制,县级政府作为精准扶贫的直接负责人担负着推动本县域经济发展和脱贫攻坚的主要任务。县级政府在行政层级上处于中间层,起着承上启下的作用,与上级政府相比县级政府主管的区域较小,行政干预明显,可以有效调动本县域内的一切力量参与扶贫工作,与乡镇政府相比县级政府的组织机构完善,人员素质较高,可以有效发挥着主导作用。县级政府在精准扶贫中具有举足轻重的作用,其在精准扶贫中的职能作用的有效发挥不仅关系着当地的经济发展,同时也会对整个县域内的脱贫攻坚工作产生深远影响。本文从三个方面来概述县级政府在精准扶贫中的职能,县级政府在精准扶贫中的职能体系、职能定位及职能配置,通过这三方面来说明县级政府在精准扶贫中的具体的职能概况,运用云南省南华县的案例来具体体现县级政府在精准扶贫中的职能是否有效发挥,探寻目前精准扶贫中县级政府职能体系、职能定位和职能配置上存在的问题,分析原因并结合具体问题提出有针对性的优化建议,不断推动县级政府在精准扶贫中的职能发挥,有效推动整个县域内脱贫攻坚工作的开展。更多还原

【Abstract】 Starting from the concept of "targeted poverty alleviation" by general secretary Xi Jinping in 2013,poverty alleviation work has been carried out for nearly five years,Poverty reduction has achieved remarkable results.The number of poverty-stricken people has decreased from 98.99 million in 2013 to 43.35 million in 2016,and the poverty rate has decreased from 10.2% to 4.5%.During the two sessions of2016,poverty alleviation has repeatedly pledged to make a priority in the 13 th five-year plan to ensure that all the poor people in rural areas are out of poverty by 2020.It is increasingly difficult to get out of poverty,and need to reduce 1 million a month to achieve the goal within expectations.China’s poverty alleviation work has been adopted by the government for a long time,and adopts the working mechanism of central coordination,negative charge and overall responsibility,and the implementation of the municipal county.The direct responsible person of the county government as the precise poverty relief is responsible for promoting the economic development of the county and tackling the main task of fighting poverty.At the administrative level,county-level government is at the middle level and plays an important role.Compared with the higher-level government,the regional government has a smaller area and the administrative intervention is obvious,which can effectively mobilize all the forces in the county to participate in the poverty alleviation work.In comparison with the township government,the organizational structure of the county government is perfect,and the personnel quality is relatively high,which can play the leading role effectively.The county-level government plays a pivotal role in the precise poverty alleviation,and its effective function in the precise poverty alleviation is not only related to the local economic development,but also has a profound influence on the whole county.This paper gives an overview of the functions of county government in targeted poverty alleviation from three aspects: the function system function orientation and function allocation,,and specific functions of county government in targeted poverty alleviation through these three aspects.Taking the case of Nanhua county in Yunnan province to concrete whether the poverty alleviation is effective play,explore the functions of the county government in the precision poverty alleviation system configuration,function orientation and functions on the existing problems and analysis reason combined with concrete problems,then provide targeted optimization Suggestions.Accurate and effectively pushing the work of poverty alleviation and display the function of county government,promoting poverty engines work throughout the county.更多还原
