【摘要】 习近平总书记在党的十九大报告中指出,要优先发展教育事业,办好人民满意的教育。中国民办教育现如今正在迅速发展,这与我国政府的管理息息相关。我国政府对待民办教育,从迟疑的态度到认可的态度再到积极支持的态度,都体现出政府对民办教育的理念变革以及政府对自身定位的认知壇变。民办教育在没有增加国家财政供给的情况下,弥补了我国高等教育资源的匮乏,现在已经是高等教育中重要的组成部分,使我国高等教育呈多元化的新态势。特别是现如今,国家提出了地方本科高校需朝着应用型大学的要求进行转型,其民办高校将作为此次向应用型大学转型的骨干力量、主力军。民办高校承担起我国高等教育事业改革的重任,同时为地方区域经济发展方面做出突出巨大的贡献。政府、社会、人民群众作为民办高校发展的受益者,民办高校更应该而且必须实现健康的、可持续性的发展。虽然我国政府在民办高校管理方面做出了一定的努力与贡献,但是,我国民办高校与国外相比,差距仍然很大。再者,在多元化的高等教育发展形势下,传统的政府管理显得力不从心,管理模式对于日益变化的经济社会需求显得力不从心。所以民办高校的发展迫切需要政府服务理念的转型并加强政府服务。本文的目的是对在民办高校发展中,政府服务的必要性、原因及其采用的工具方法进行研究。运用文献分析法,通过对西方的政府服务管理理念的借鉴,提升了我国政府转型在民办高校领域中研究的范围,进一步提出补充完善相关法律法规、相关政策规定,提升政府服务的相关理论研究。本文现实研究意义在于通过分析政府对民办高校发展的服务理念滞后、政府对民办高校服务内容模糊、政府对民办高校服务体制不科学、政府对民办高校服务手段单一、政府对民办高校服务方法滞后的问题及原因,进而解决提升政府对民办高校的服务理念、明确政府对民办高校服务的内容、丰富政府对民办高校的服务手段、完善政府对民办高校服务体制、创新政府对民办高校服务技术的问题。本文从民办高校概念、发展历程及其发展的必要性出发来详细阐述民办高校发展情况;紧扣服务型政府概念,引申对政府服务的思考;在此基础上,运用治理理论、公共产品理论、教育公平理论、新公共服务理论分析对民办高校发展中政府服务的内容界定,并提出实践价值;进一步用个案实例分析,选取云南省较典型、具有代表性,且是已经列为转型应用型本科的示范院校的云南X学院,以此为个案研究,对整体的民办高校发展中政府服务研究进行理论与实践相结合的分析探讨,提出问题及产生的原因,继而提出加强民办高校发展过程中的政府服务的途径。更多还原

【Abstract】 In the nineteen major reports of the party,general secretary Xi Jinping pointed out that we should give priority to the development of education and run well the education of people’s satisfaction.Private education in China is developing rapidly now,which is closely related to the management of our government.The government’s attitude towards private education,from the attitude of hesitancy to the attitude of approval and to the positive support,reflects the change of the government’s concept of private education and the cognitive change of the government on its own position.Private education,without increasing the financial supply of the state,has made up the lack of higher education resources in our country.It is now an important part of higher education,which makes the higher education in our country diversified.Especially now,the state has proposed that local universities need to transform to the requirements of the applied universities,and the private colleges and universities will be the backbone and the main force of the transition to the applied universities.Private colleges and universities undertake the important task of reforming our higher education and make outstanding contributions to local economic development.As the beneficiaries of the development of private universities,the government,the society and the people should also achieve healthy and sustainable development.Although our government has made some efforts and contributions in the management of private colleges and universities,the gap between our private universities and foreign countries is still very large.Furthermore,under the diversified development of higher education,the traditional government management appears to be ineffective,and the management mode is ineffective for the changing economic and social needs.Therefore,the development of private universities urgently needs the transformation of the concept of government service and the strengthening of government services.The purpose of this paper is to study the necessity,reasons and the tools and methods of the transformation of government service concept in the development of private universities.By using the literature analysis method,through the reference of the western government service management concept,it has promoted the scope of our government transformation in the field of private colleges and universities,and further put forward the relevant theoretical research of supplementation and improvement of relevant laws and regulations,relevant policies and regulations,and the promotion of government service.The practical significance of this paper is to solve the problems and reasons for the lagging of the government’s service concept for the development of private colleges and universities,the government’s fuzzy service to private colleges and universities,the government’s unscientific service system for private universities and the government’s single service to private colleges and universities,and the reasons for the lgging of the government’s service methods to private colleges and universities.To enhance the government’s service concept to private colleges and universities,to clarify the government’s service to private colleges and universities,to enrich the government’s service to private colleges and universities,to improve the government’s service system to private colleges and universities,and to innovate the government’s service technology to private colleges and universities.On the basis of the concept,de,velopment process and the necessity of the development of private colleges and universities,this paper expounds the development of private colleges and universities in detail,closely links the concept of service type government and extends the thinking of government service.On this basis,it uses the theory of governance,public product theory,educational equity theory and new public service theory to analyze the high level of the private run.The definition of government service in the development of the school and the practical value are put forward,and a case case study is made to select the typical and representative Yunnan X college in Yunnan Province,which has been listed as a model college of transition applied undergraduate.This is a case study and the theory of government service research in the development of the whole private colleges and universities.Combining practice with practice,it puts forward the problems and causes,and then puts forward the ways to strengthen the government services in the development of private universities.更多还原
