【摘要】 作为公安部门的前锋力量,刑警在保护社会治安方面起着至关重要的作用。随着市场经济的发展和社会开放度的不断提高,犯罪现象频发,高效打击犯罪活动刻不容缓。法制在社会中发挥的作用越来越大,这在客观上给刑侦工作提出了更高的要求。但现行的刑侦运行模式已跟不上时代发展的脚步,暴露出来的问题也越来越多,严重制约了公安机关职能的发挥。本文通过对太原市杏花岭区公安分局刑侦运行模式的现状进行分析,找出了现行刑侦运行模式的不足之处,并根据这些不足针对性地提出了改进太原市杏花岭公安分局刑侦运行模式的建议。本文除绪论和结论以外主要分成以下三个部分:第一部分,主要介绍了刑侦运行模式的概念和刑侦运行模式的公共管理理论。刑侦运行模式是指刑事侦查各个组织在一定的制度规则下有序进行的一种工作模式。利用公共管理理论指导刑侦运行模式,即在制定政策时遵循科学化的原则,在设置刑侦目标时遵循合理的原则,要利用有效的绩效管理理论提高工作效率,通过引入自我效能理论来提高个体的主动能动性。第二部分,主要对太原市杏花岭区公安分局刑侦运行模式的现状进行了详细的分析,指出该局刑侦运行模式发展的相对比较成熟,但是随着我国刑侦改革的深入推进,也暴露出不少缺陷。诸如派出所、刑警队职责不明确,协助配合过少。一些单位片面追求任务量,各项工作开展不平衡,刑侦人才不足,技术手段有限等问题均限制了刑侦运行模式的进一步改革。第三部分,针对杏花岭公安分局刑侦运行模式存在的问题,提出了几点建议:第一,完善责任区刑警队的建设,减轻基层负担,进一步推进刑侦体制改革。第二,制定科学的刑侦指导战略目标,并加强刑侦责任机制建设。第三,提升刑警的专业素质,做好后勤保障和补助工作,并建立“信息化”的工作模式。构建科学合理的刑侦运行模式,这不仅能够激发刑警队伍的活力,而且对全面提升刑事侦查工作有着重要的意义。改革只有起点,没有终点。不断对刑侦运行模式进行改革,是现代刑侦工作的必然发展趋势。更多还原

【Abstract】 As a pioneering team of public security organs,criminal police plays a vital role in maintaining social security.The market economy is constantly developing,the openness of the society is constantly improving,,crimes are frequent,and it is imperative to fight crimes efficiently..The role of the legal system in society is growing,which puts higher demands on criminal investigation work.However,the current mode of criminal investigation has not kept pace with the development of the times,and more and more problems have been exposed,which has seriously restricted the functions of the public security organs.This paper analyzes the current situation of criminal investigation mode of the Public Security Bureau of Xinghualing District of Taiyuan City,and finds out the inadequacies of the current criminal investigation mode.Based on these shortcomings,it proposes to the countermeasures to optimize the criminal investigation mode of Xinghualing Public Security Bureau of Taiyuan City.In addition to the introduction and conclusion,the article contains three parts:Firstly,the concept of criminal investigation operation mode and the public management theory of criminal investigation operation mode are mainly introduced.The criminal investigation operation mode refers to a working mode in which criminal investigation organizations are carried out in an orderly manner under certain institutional rules.The use of public management theory to guide the criminal investigation operation mode,that is,to follow the scientific principles when formulating policies,to be reasonable when setting criminal investigation targets,to use effective performance management to improve work efficiency,and to introduce self-efficacy theory to improve individual initiative.The second part mainly analyzes the current situation of the criminal investigation operation mode of the Xinghualing District Public Security Bureau of Taiyuan City,and points out that the development of the criminal investigation operation mode of the bureau is relatively mature,but with the further advancement of the criminal investigation reform in China,it is also exposed a lot of questions.For example,the police station and the criminal police team are not clear in their duties,and the assistance is too small.Some units unilaterally pursue tasks and work unbalanced.The shortage of criminal investigation talents and the limited technical means have all limited the reform of the criminal investigation mode.The third part puts forward some suggestions for the problems existing in the criminal investigation operation mode of Xinghualing Public Security Bureau:First,when setting goals,we must follow the basic principles of science,rationality,and comprehensiveness.Then,improve the construction of the criminal police team in the responsible area,build a criminal police team in the specialized responsibility area,and reduce the burden on the grassroots units.Finally,improve the professional quality of criminal police,and do well in logistics support and subsidies.Constructing a scientific and rational criminal investigation operation mode can not only stimulate the vitality of the criminal police team,but also has important significance for comprehensively improving the criminal investigation work.Reform has only a starting point and no end.Constantly reforming the criminal investigation mode is an inevitable trend in the development of modern criminalinvestigation work.更多还原
