【摘要】 构建统一的市场监管机制体系,对于完善政府与市场关系,合理界定政府与市场边界具有重大的现实意义。目前中央和地方各级政府都高度重视统一市场监管机制改革问题,相继探索了各种改革模式,但也存在着市场监管制度和模式无法适应深化市场监管机制改革要求,监管职能分散、监管执行弱化、监管领域空白等情况依然出现,为此需要加强对市场监管机制改革问题的研究,对市场经济监管机制改革中的问题展开剖析。基于此,本文选择扬州市江都区市场监管机制改革作为研究对象,为地方政府扎实推进市场监管机制改革提供可操作性和针对性的政策建议。本文围绕着市场监管机制改革的重要问题,依托扬州市江都区市场监管机制改革实践探索,利用文献研究法、社会调研法和比较分析法,考察了扬州市江都区市场监管机制改革的现状描述。结合国内外市场监管机制改革模式,重点指出扬州市江都区市场监管机制改革进程中出现的问题以及问题原因。同时研究了扬州市江都区市场监管机制改革路径择优。在市场监管机制改革基本内涵与特征、模式选择等理论研究、扬州市江都区市场监管机制改革进程中出现的问题的基础上,找出推进市场监管机制改革的路径。通过研究发现,扬州市江都区作为县一级政府,主要从职能整合、机构改革和流程再造三个方面推进了市场监管机制改革。虽然完成了工商、质监、食药监管等行政职能的“物理整合”,但是尚未实现科学化大市场监管的程度,并面临一系列问题。这些问题主要是“三合一”新机构监管职能协同性不足、协同监管、专业监管和综合监管间失调、地方性“自变革”造成行政沟通困境、市场监督机制改革保障缺失等四方面,造成这四个问题的根本原因在于市场监管机制改革存在行政指令强制性改革思维,没有明确市场监管机制改革目的在于通过市场监管机制的系统性和功能性重新定位提升市场监管在政府治理中的作用,市场监管机制改革的配套支持体系没有完全建立。为此,扬州市江都区依托市场监管机制改革现实和国内外其他地区市场监管机制改革探索,从加强制度设计,推进职能设置科学性、创新监管模式,提升监管效能专业性、强化信息流通,提升上下沟通顺畅性、优化保障措施,提升监管执行有效性等四个方面优化市场监管机制改革路径。更多还原

【Abstract】 It is of great practical significance to build a unified market supervision mechanism for improving the relationship between the government and the market and reasonably defining the boundary between the government and the market.At present,the central and local governments at all levels attach great importance to the issue of market supervision mechanism reform unified,have explored various modes of reform,but also the existence of market supervision system and mode cannot adapt to the deepening of the market reform of the regulatory mechanism,tube dispersive function,supervision and implementation supervision field weakening,so there is still blank,therefore the need to strengthen the in-depth study of the problems in the reform of market supervision mechanism,to reform the economic problems in the market supervision system in-depth analysis.Based on this,this paper selects the market supervision mechanism reform in Yangzhou District of JiangDu as the research object,and provides operable and targeted policy recommendations for the local government to promote the market supervision mechanism reform.This paper around the important problems of the market supervision system,based on the practice of JiangDu District of Yangzhou city market supervision mechanism reform and exploration,using literature research method,social investigation method and comparison analysis method,investigated the present situation of the reform of market supervision mechanism in JiangDu District of Yangzhou city is described.In this paper,some problems and problems in the reform of market supervision mechanism of JiangDu district in Yangzhou city are emphasized.Meanwhile,the reform path of market supervision mechanism in JiangDu district of Yangzhou city is studied.In market regulation mechanism reform of the basic connotation and characteristics,mode choice theory research,JiangDu district market supervision mechanism on the basis of the problems appeared in the reform process,find out the path of the advancing market regulatory system.As a county level government,JiangDu district of Yangzhou city has promoted the reform of market supervision mechanism from three aspects: functional integration,institutional reform and process reengineering.Although it has completed the "physical integration" of administrative functions such as industry and commerce,quality supervision and food and drug supervision,it has not yet achieved the degree of scientific large market supervision and is facing a series of problems.These problems are mainly caused by the lack of coordination of supervision functions of the new "three in one" institutions,the imbalance between professional supervision and comprehensive supervision,the dilemma of administrative communication caused by local "self-reform" and the lack of guarantee for the reform of market supervision mechanism.The fundamental reasons for these four problems lie in the reform of market supervision mechanism.There is a thought of mandatory reform of administrative orders,and it is not clear that the purpose of market supervision mechanism reform is to promote the role of market supervision in government governance through systematic and functional repositioning of market supervision mechanism.Therefore,JiangDu district of Yangzhou city rely on market regulation mechanism reform reality and other parts of the market regulation mechanism reform to explore,from strengthening the system design,promote the innovation in function set up scientific,regulatory model,improve regulatory efficiency,strengthening the professional information circulation,improve communication up and down flow,enhance the level of security and improve the effectiveness of supervision to perform four aspects to optimize the market regulation mechanism reform path.更多还原
