【摘要】 农村公共服务是公共服务的重要组成部分,随着城乡一体化进程的加快,提高农村公共服务水平,实现城乡公共服务均等化,对乡村振兴战略的实施具有重要的现实意义。本文以针对焦作地区农村公共服务现状调研取得的材料和数据为依据,分析了焦作地区农村公共服务存在的问题及产生的原因,提出了改进和完善焦作地区农村公共服务的具体对策。论文从选题背景、意义、国内外研究现状、相关概念和基础理论入手,总结了近年来焦作地区农村公共服务取得的优异成绩,分析了存在的问题及成因。焦作地区农村公共服务存在的主要问题有:农村基础教育困难重重,农村医疗卫生服务供不应求,农村基础设施建设缓慢,农村科技文化服务举步维艰等。造成这些问题的主要原因是:农村财政资金投入不足,缺乏相应的法律法规和制度规范,农村公共服务供给决策机制不合理,农村公共服务供给监督机制不完善等。最后,结合焦作地区农村公共服务的实际情况,提出了认真实施焦作地区乡村振兴战略部署,加强农村公共服务的法律法规和制度建设,完善农村公共财政投入机制,建立完善的农村公共服务信息沟通机制,改革公共服务供给方式,提升农村自我供给能力的对策。更多还原

【Abstract】 Rural public service is an important part of public service.With the acceleration of the process of urban-rural integration,improve the level of rural public services and achieve the equalization of urban-rural public services have important practical significance for the implementation of the strategy of rural revitalization.Based on the materials and data obtained from the investigation on the current situation of rural public services in Jiaozuo area,this paper analyses the problems and causes of rural public services in Jiaozuo area,and puts forward specific countermeasures to improve and perfect rural public services in Jiaozuo area.This paper starting with the background,significance,research status at home and abroad,relevant concepts and basic theories of the topic,summarized the outstanding achievements of rural public services in Jiaozuo area in recent years,and analyzed the existing problems and causes.There are some problems in rural public services in Jiaozuo area,such as there are many difficulties in the development of rural basic education,rural medical and health services are in short supply,rural infrastructure construction is slow,rural science and technology culture services are struggling,etc.There are many main reasons for these problems,such as the financial investment input to rural areas is insufficient,lack of relevant laws and regulations and institutional norms,the decision-making mechanism of rural public services supply is unreasonable,the supervision mechanism of rural public services supply is imperfect,ect.Finally,combined with the actual situation of rural public services in Jiaozuo area,this paper puts forward some countermeasures such as seriously implement the strategic plan of Rural Revitalization in Jiaozuo area;strengthen the construction of laws,regulations and systems of rural public services;improve the public finance investment mechanism of rural areas;establish a sound rural public service information communication mechanism;reform the supply mode of public services;improve the self-supply ability of rural areas.更多还原
