DX生活垃圾焚烧发电厂项目政府融资模式的选择研究

【摘要】 改革开放以来,随着国民经济的快速发展和城市化的大幅度推进,城市人口越来越多,人口增加必然带来一些问题的出现,城市生活垃圾的处理问题就是其中之一,生活垃圾问题表面看似乎不是什么大问题,实则关系到城市的长久发展问题,亟需找到解决办法。本文结合S市DX生活垃圾焚烧发电厂项目,通过对传统模式下和PPP模式下对项目经济效益和风险的计算和分析,运用物有所值评价方法得出,得出该项目适宜采用PPP模式进行实施。本文首先介绍研究背景和意义,分析了我国环保项目融资模式的现状,明确目前我国环保产业融资模式存在的问题。其次,结合DX生活垃圾焚烧发电厂项目案例,运用净现值法和物有所值评价方法分别对项目传统政府融资模式下和PPP模式下经济效益进行计算,得出PPP模式下项目可以产生更多的收益,并对可能存在的政策、金融、财务、营运、项目自身以及不可抗力等风险进行了有效的识别和分配,得出PPP模式可以有效地更好地分担政府本应承担的风险。最后,通过比较两种模式经济效益和风险分担的不同,得出结论该项目适宜采用PPP模式进行实施,以减少项目风险对整体项目利益的影响。

【Abstract】 With the rapid development of China’s social and economic rapid development and urbanization,the increasing urban population,the problem of the municipal solid waste(MSW)is increasingly transformed into a global crisis,urban living garbage treatment has become one of the main contents of the construction of urban infrastructure.This paper combined with City S DX garbage incineration power plant project,By calculating and analyzing the economic benefit and risk of the project under the traditional mode and the PPP mode,using the value-for-money evaluation method,it is concluded that the PPP model.This paper first introduces the background and significance of the study,analyzes the current situation of China’s environmental protection project financing model,and clarifies the existing problems of China’s environmental protection industry financing model.Secondly,combined with the case of DX municipal solid waste incineration power plant,using the net present value method and value for money,calculated the economic benefit of the project under the traditional mode and PPP mode,conclude that PPP can result in more benefits,and analyze the possible risks like policy risk、financial risk、operational risk、project risk、force majeure risk are identified and be assigned.Finally,combining the results of the analysis,it is concluded that the project is implemented in PPP mode to reduce the impact of project risks on the overall project benefits.
