乌鲁木齐市城镇化进程中“村改居”社区治理研究

【摘要】 “村改居”社区是大规模的城镇化的间接产物,其一开始就带有浓厚的行政色彩,呈现出以政府权力为中心的一元中心治理形态。在农村社区建设的实践过程中,“村改居”并非简单意义上改变“村委会”的名字或改变农民角色,更不是依靠政府力量主导社区建设,“村改居”背后是政府行政管理体制的改革和健康高效的社区治理的探索,“村改居”社区绝不能简单地模仿城市社区的治理方式。本文查阅相关文献和社区治理数据,采用理论分析法以及实地调查,结合当前我国“村改居”社区治理的实际状况,在对我国“村改居”社区治理的相关概念及基本理论进行概述的基础上,以乌鲁木齐市A社区为例,对该社区“村改居”后社区治理存在的问题和产生的主要原因进行深入的分析,并探讨了国内“村改居”社区治理的成功模式及启示,从而提出了完善乌鲁木齐市A社区“村改居”后社区治理的对策,以实现为我国“村改居”社区的治理提供参考意见的目的,表现出研究指导实践的价值。研究发现,在乌鲁木齐市“村改居”的治理中,存在“村改居”基础设施落后、利益分配存在分歧、组织管理方式滞后以及村民自治的自发性不足的问题,这些问题是由于“村改居”的管理体制不完善、相应的法制保障和规范不足、集体财产权责不够清晰和治理主体过于单一的原因导致的。根据乌鲁木齐市A区“村改居”治理中的问题以及导致问题的原因,本文对于国内一些“村改居”社区治理的成功案例进行分析,提出“村改居”治理中,应该根据具体情况确定治理方式,注重“村改居”过程中的物质资源管理,同时应该发挥民主自治作用。根据这些经验,结合“村改居”的社区治理相关理论基础,针对乌鲁木齐市A社区“村改居”治理中的问题,本文提出完善乌鲁木齐市A社区“村改居”社区治理的对策,包括完善体制机制,配套资源科学规划,社会保障合理提供;健全法律保障,加强“村改居”建设立法工作;理顺集体资产,开展集体资产清产核资和资产量化工作;扩展治理主体,培养社会组织,创新多元主体社区共建机制;发展文化教育,加强居民文化素养教育;紧抓管理创新,完善社区居民参与治理的方式。更多还原

【Abstract】 The "village to community" is the indirect product of large-scale urbanization,the beginning of a strong administrative color,which shows the government power as the center of the center.One yuan form of governance in the process of practice of rural community construction,the change in the village is not a simple sense of change the name of "the village committee" or change the role of farmers,not rely on the strength of the government leading community construction,the change in the village is behind the reform of government administrative system and a healthy and efficient community governance,the "village to community" can not simply imitate the city community governance.In this paper,the literature review and community governance data,using the method of theoretical analysis and on-the-spot investigation,combined with the actual situation of China’s current "change in the village community governance,this paper in the related concept of China’s" village to community "governance and basic theory,taking Urumqi A community as an example,for an in-depth analysis on the main reason for the existence of community governance in the community after the change in the village and the problems,and discusses the successful mode of domestic" change in the village community governance and enlightenment,and puts forward some countermeasures for perfecting Urumqi city A community after the change in the village community governance,in order to control me in the"village to community".The purpose of providing a reference is to demonstrate the value of the research and guidance practice.The study found that in Urumqi City,the village governance,there is the change in the village infrastructure,differences of distribution of interests,the problem of insufficient spontaneous organization lag and villager autonomy,these problems are due to the change in the village management system is not perfect,the corresponding legal guarantee and specification insufficient,causes the collective property responsibilities is not clear enough and governance too single.According to Urumqi city A district "change in the village governance and the cause of the problem,this paper for some domestic typical change in the village community governance case analysis,put forward the" change in the village governance,governance should be determined according to the specific circumstances,material resources management focuses on the "change in the village" in the meanwhile,should play a role.According to the experience of democratic autonomy,combined with the community governance related theory basis of the change in the village,in the city of Urumqi A community "change in the village governance in Urumqi,this paper improve the A community change in the village community governance strategy,including improving the perfect system,Supporting resources of scientific planning,reasonable social security;perfect the legal protection,strengthen the "change in the village construction legislative work;straighten out the collective assets,to carry out the collective assets of assets and assets quantified;expansion of governance,the cultivation of social organization,and mechanism innovation of multi subject community;the development of culture and education,strengthen the residents’ cultural literacy education;on management innovation,innovation of community participation in governance.更多还原
