大连市沙河口区“帮万家”社区治理模式的创新研究

【摘要】 改革开放40年来,伴随着深刻的经济体制变革和社会结构巨变,我国不断加强和改革社会治理,大力推进社会治理体系和社会治理能力现代化,走出了一条中国特色社会主义社会治理之路。党的十八届三中全会首次提出了“国家治理体系和治理能力现代化”的新概念,指出“国家治理体系是在党领导下管理国家的制度体系,包括经济、政治、文化、社会、生态文明和党的建设等各领域体制机制、法律法规安排,也就是一整套紧密相连、相互协调的国家制度”。其中针对社会建设问题,提出了“社会治理”的概念。社区是国家治理的基础,如果社区治理不善,整个国家治理体系就会因为基础不牢而出现各种问题。同时,社区治理又与广大人民群众的生活、利益紧密相关,城乡社区的服务能力和管理能力直接关乎社会治理的水平和效率。沙河口区作为大连市的核心区,近年来辖区人口不断增多,经济发展迅速。人口基数大和构成复杂促使居民需求多样化、个性化的特点愈加凸显,单一的行政化管理体制无法满足居民日益增长的物质精神需求。大连市沙河口区创建的“帮万家”社区治理和服务模式,立足于辖区居民实际需求,整合政府、市场、社会三方资源,形成了政府推动力、市场运作力、社会参与力“三力合一”的新机制,开创为民服务新模式。本文在沙河口区社区内投放问卷500余份,回收有效问卷413份,有效符合调研研究,调查结果亦符合实际情况,问卷具有真实性和研究性。在实际调查基础上,结合沙河口区的特点,有针对性的对“帮万家”社区治理模式进行研究,对于现实有着重要的指导意义。本文共分为六个部分。从大连市沙河口区“帮万家”社区治理模式的发展现状入手,以治理理论、新公共管理理论和社区治理理论等理论为基础,利用文献研究法、问卷调查法等研究方法,根据沙河口区行政区划的特点、对“帮万家”治理模式的创建、构成、创新点及存在的问题进行了深入探讨,并提出对沙河口区“帮万家”治理模式的改进对策建议,包括培养公民精神、培育社团组织、激发社会活力等多个方面,以期对我国社区治理模式创新提供有益借鉴。更多还原

【Abstract】 In the past 40 years of reform and opening up,with profound changes in the economic system and social structure,China has continuously strengthened and reformed social governance,vigorously promoted the modernization of the social governance system and social governance capacity.To go out of the way of a socialist society with Chinese characteristics.The third Plenary session of the 18th CPC Central Committee put forward for the first time the new concept of"modernization of the national governance system and governing ability," and pointed out that "the state governance system is a system of managing the country under the leadership of the Party,including economic,political,cultural and social systems." The system and mechanism of ecological civilization and party building,the arrangement of laws and regulations,is a set of closely linked and coordinated national system.Aiming at the problem of social construction,this paper puts forward the concept of "social governance".The community is the foundation of national governance,if the community governance is not good,the whole national governance system will appear various problems because the foundation is not strong.At the same time,community governance is closely related to the lives and interests of the broad masses of the people.The service and management abilities of urban and rural communities are directly related to the level and efficiency of social governance.Shahekou District as the core area of Dalian,the population of the bailiwick has been increasing in recent years,and the economy is developing rapidly.The characteristics of large population base and complex composition promote the diversification and individualization of residents ’ needs,and the single administrative management system can not meet the growing material and spiritual needs of residents.Dalian Shahekou District created the "Help million" community governance and service model,based on the actual needs of the residents of the jurisdiction,the integration of government,market,social tripartite resources,formed a government driving force,market operation,Social participation force"three forces in Unity" of the new mechanism,to create a new model for the service of the people.In this paper,500 more than in the Shahekou District community were collected,413 effective questionnaires were recovered,which were in line with the investigation and research,and the results were in line with the actual situation,and the questionnaire was authentic and research-based.On the basis of actual investigation,combined with the characteristics of Shahekou District,a targeted study on the community governance model of "helping Wanjia" has important guiding significance for reality.This paper is divided into six parts.Starting with the present situation of community governance mode of "helping ten thousand families" in Shahekou District of Dalian City,taking governance theory,new public management theory and community governance theory as basic theories,using literature research method,questionnaire survey method and other research methods,According to the characteristics of the administrative division of Shahekou District,the establishment,composition,innovation points and existing problems of the governance mode of"Ban Wan Jia" in Shahekou District are discussed in depth,and the countermeasures and suggestions for improving the governance mode of "Ban Wan Jia" in Shahekou District are put forward.Including the cultivation of civic spirit,the cultivation of community organizations,stimulate social vitality and so on.In order to provide useful reference for the innovation of Community governance model in our country.更多还原
