【摘要】 随着苏州经济社会快速发展,城市创业就业环境和生活环境不断改善,政府出台了多项政策吸引高端人才,留学回国人数大幅增加。目前苏州引进的留学回国人员总人数累计已超过2万人,其规模在不断发展壮大,是城市建设发展中的一股新生力量,对于苏州的发展有着不可忽视的重要作用。苏州留学回国人员普遍比较年轻,受教育程度高,思维活跃,知识面广,国际视野开阔,海外联系广,政治参与的意愿较强。充分激发他们的参政议政热情,拓宽他们参政议政的渠道,让他们畅所欲言、建言献策,将为苏州的政治经济社会发展发挥重要作用。本文对苏州留学回国人员的现状和特点进行了分析,指出苏州留学回国人员的政治参与对于苏州的经济社会发展有重要的意义。本文研究了苏州留学回国人员政治参与的现状,他们政治参与意愿较高、态度积极,但参与渠道不畅通、机会较少、难度较大、参与满意度不高。针对存在的问题,本文从政府、社会组织、留学回国人员自身等角度分析了制约苏州留学回国人员政治参与的因素。最后就如何推进苏州留学回国人员的政治参与,提出了相应的对策建议:政府要建立协调统一的留学回国人员工作机制,全面掌握留学回国人员情况,培养优秀的留学回国人员代表人物,拓宽并畅通留学回国人员参政议政的渠道;留学回国人员社团组织要充分发挥参政议政的作用;留学回国人员自身要不断提升政治参与意识和能力。更多还原

【Abstract】 With the rapid social and economic development of Suzhou,the city’s environment of living and business has been improved.The government of Suzhou has come up with many policies to appeal overseas returnees,so the number of overseas returnees has been sharply increased.For now,there have been more than 20 thousand overseas returnees in Suzhou and will be more in the future.As a new force,overseas returnees will greatly propel the economic and social development in Suzhou.In general,overseas returnees are young,highly educated,active thinking and have a wide range of knowledge.They have an international vision and are willing to participate in public affairs.The government should arouse their passions for political participation,expand their channels of political participation and give them chances to express their opinions and suggestions.It is highly important to the development of Suzhou.This paper analyses current situation and main characteristics of overseas returnees in Suzhou and points out that their political participation is significant to the economic and social development in Suzhou.Currently overseas returnees in Suzhou are willing to participate,but it is difficult for them to do so,mostly because they are not given enough chances and channels.Based on the current situation,this paper analyses the limitations from the perspectives of government,social organization and overseas returnees themselves.At last,this paper tries to explore the paths of expanding their political participation.The government should establish a management and service mechanism for overseas returnees,fully grasp their situation and widen their channels of political participation.Social organizations should play an increasing role in political participation.Overseas returnees should improve activity and ability in it.更多还原
