【摘要】 农村公共文化服务建设是我国实现社会主义文化强国,屹立世界民族之林和体现服务型政府的重要内容。在农村公共文化服务建设过程中,推进村民基本文化权益的维护、基本文化需求的满足以及农村社会和谐发展是主要发展目标。大力建设农村公共文化服务有利于我国农村文化的发展与繁荣,有助于缩小城市与乡村之间发展差距,有利于推动我国社会全面协调可持续发展。本文以具体行政村安徽省潜山县龙湾村公共文化服务建设现状为研究对象,采用新公共文化服务、公共均等化以及城乡一体化等理论为基础。运用文献研究、实地调研和数据整理与分析等方法,结合学习与总结国内外相关的文献资料与实践经验,探讨安徽省农村公共文化服务建设的相关对策与建议。首先,通过2015～2017年连续三年的对龙湾村文化建设现状进行问卷发放与回收,根据问卷调查结果进行数据分析和相关工作人员的访谈,梳理龙湾村公共文化服务发展建设实际现状,并指出近年来龙湾村建设过程中取得成绩。其次,总结国内建设农村文化发展模式,在相关数据分析的基础上,指出安徽省龙湾村在公共文化服务建设过程中存在不健全的政策法规、不完善与利用率低的基础设施、矛盾突出的供给以及严重缺乏的基层专业人才等问题,并对建设存在的问题进行了具体分析。最后,依据龙湾村建设的实际状况,从多个角度出发,提出了要从推进农村公共文化服务建设的政策法规建设、增强村民主体意识,提高农村公共文化服务效率、培养文化能人,加强村文化人才队伍建设、采用多元化供给模式,促进龙湾村服务供需平衡、发展乡贤文化,提升农村公共文化服务质量以及打造特色文化品牌,提升该村文化品位等方面出发,脚踏实地,科学合理有效的建设龙湾村公共文化服务,推进龙湾村居民文化水平提升、居民文化权益实现以及农村社会和谐稳定发展。更多还原

【Abstract】 The construction of rural public cultural services is an important part of our country’s achievement of a strong socialist culture,the establishment of a nation of peoples in the world,and the expression of a service-oriented government.In the process of the construction of rural public cultural services,the maintenance of the basic cultural rights and interests of villagers,the satisfaction of basic cultural needs and the harmonious development of rural society are the main development goals.Vigorously building public cultural services in rural areas is conducive to the development and prosperity of rural culture in China.It helps to narrow the development gap between urban and rural areas and promotes the overall coordinated and sustainable development of our society.This article takes the current situation of public cultural service construction in Longwan Village,Qianshan County,Anhui Province as the research object,and adopts the theories of new public cultural services,public equalization,and urban-rural integration.Using literature research,field research,and data compilation and analysis,and on the basis of drawing on relevant research at home and abroad,we explored relevant countermeasures and suggestions for rural public cultural service construction in Anhui Province.Firstly,questionnaires were issued and collected on the current status of Longwan Village’s cultural construction for three consecutive years from 2015 to 2017.Data analysis and interviews with relevant staff were conducted based on the results of the questionnaire survey.The actual status quo of development and construction of public cultural services in Longwan Village was clarified,and it was pointed out Longwan Village has scored in recent years.Secondly,summarizing the domestic development model of rural cultural development,based on relevant data analysis,pointed out that there are unsound policies and regulations,imperfect and low-utility infrastructure,and prominent contradictions in the construction of public cultural services in Longwan Village,Anhui Province.Problems such as supply and serious shortage of grass-roots professionals,and specific analysis of the problems existing in the construction of Longwan Village.Finally,based on the actual conditions of the construction of public cultural services in Longwan Village,from a variety of perspectives,it is proposed to promote the construction of rural public cultural service policies and regulations,enhance the awareness of villagers,improve the efficiency of rural public cultural services,and cultivate cultural talents.,Strengthen the construction of village cultural talents,adopt a diversified supply model,promote the balance between service supply and demand in Longwan Village,develop rural culture,enhance the quality of rural public cultural services,build distinctive cultural brands,and enhance the cultural quality of the village.Starting from down-to-earth,science To build a reasonable and effective public cultural service in Longwan Village,promote the improvement of the cultural level of residents in Longwan Village,the realization of residents’ cultural rights and the harmonious and stable development of rural society.更多还原
