【摘要】 自2010年中国经济总量超过日本成为全球第二大经济体,近几年中国积极优化产业结构、释放经济活力、不断创新、坚持可持续的发展道路,经济发展态势良好。到2017年,我国国内生产总值(GDP)首次突破80万亿元,比上年增长6.9%,年增长率实现2011年来的首次回升。在我们不断取得重大突破,获得重大成就的同时,我们同时也要认识到我国产业结构还不够完善,国民人均占有量偏少,发展水平和富裕程度与世界发达地区存在差距的现实情况。当今的发展是综合性的发展,既要保证各产业的快速进步,也要保证各地区的齐头并进。党的十八大报告中提出了只有坚持走中国特色新型工业化、信息化、城镇化、农业现代化“四化”协调发展的道路,才能实现完善社会主义市场经济体制和转变经济发展方式的目标。新的发展形势下,保持工业化、信息化、城镇化、农业现代化四化的同步发展,是符合可持续发展规律的科学发展。山东作为传统的农业大省,自改革开放以来通过鲁西陆地交通之便,鲁东沿海港口之利,积极发展第二第三产业,优化产业结构,推进新兴产业,提高市场竞争力。2016年山东省生产总值首次突破六万亿,排在全国第三位,但与广东、江苏相比差距仍然很大,并且差距在不断增大。本文通过研究文献、探讨四化相关概念及四化的内在互动关系,采用耦合的方法创建四化协调发展度评价模型。以山东半岛五市为研究对象,通过对2007年-2016年半岛五市主要指标进行分析,探讨山东半岛四化同步发展程度,找出限制其发展的主要原因及其对策,提出符合新四化道路的发展方向;同时,研究分析了山东省17个地级市在2016年的四化协调发展程度,并对各城市进行了横向比较。本文研究发现,各城市四化协调度是呈不断上升的趋势,经济较发达的城市,其协调发展程度相对也高,目前农业现代化是四化发展中的短板,严重影响各城市四化同步发展的进程。针对四化发展中存在的问题,本文提出了健全农业现代化机制、转变经营管理,转变经济发展方式、推进产业结构调整,建立信息共享平台、完善信息管理体系,统筹城乡发展、建设生态城市的发展方向。更多还原

【Abstract】 Since the total amount of China’s economy exceeded Japan in 2010,it has become the second largest economy in the world.In recent years,China has actively optimized the industrial structure,released economic vitality,constantly innovating and persisted in the sustainable development road,and the economic development trend is good.By 2017,China’s GDP for the first time exceeded 80 trillion yuan,an increase of 6.9%over the previous year,and the annual growth rate was the first to rise in 2011.While we have made great breakthroughs and achieved great achievements,we also need to realize the reality that our country’s industrial structure is not perfect,the per capita share of the country is less,the level of development and the degree of prosperity have a gap with the developed regions of the world.Today’s development is a comprehensive development.We must ensure the rapid progress of all industries,and ensure that all regions go hand in hand.In the eighteen major reports of the party,the goal of improving the socialist market economy system and changing the way of economic development can be achieved only by adhering to the coordinated development of new industrialization,informatization,urbanization and agricultural modernization with Chinese characteristics.Under the new development situation,the simultaneous development of industrialization,informatization,urbanization and agricultural modernization is the scientific development in line with the law of sustainable development.As a traditional agricultural province,Shandong has actively developed the second third industries,optimized the industrial structure,promoted the emerging industries and improved the market competitiveness,through the land transportation in Luxi and the advantages of the coastal ports in Shandong East Coast since the reform and opening up.In 2016,the total output of Shandong province was six trillion,which was ranked third in the country,but the gap was still large compared with Guangdong and Jiangsu,and the gap was increasing.By studying the literature,discussing the related concepts of four modernizations and the internal interaction relationship of the four modernizations,this paper adopts the coupling method to establish the evaluation model of the coordinated development degree of the four modernizations.Taking the five cities of Shandong Peninsula as the research object,through the analysis of the main indicators of the five cities in the peninsula in 2007-2016,this paper discusses the degree of synchronized development of the four modernizations in Shandong Peninsula,finds out the main reasons for restricting its development and its countermeasures,and puts forward the development direction in line with the new four modernizations road.At the same time,the study analyses 17 cities of Shandong Province in 2016.The degree of coordinated development of the four modernizations was compared in the year.It is found that the coordination degree of four cities is on the rise.The coordinated development degree of the cities with more developed economy is relatively high.At present,the agricultural modernization is a short board in the development of four modernizations,which seriously affects the process of the synchronous development of four cities in the cities.In view of the problems in the development of four modernizations,this paper proposes to improve the mechanism of agricultural modernization,change management and management,change the way of economic development,promote the adjustment of industrial structure,establish information sharing platform,perfect the information management system,and coordinate the development direction of urban and rural development and construction of ecological cities.更多还原
