【摘要】 在城乡一体化改革不断深化的背景下,我国广袤的农村居住环境越来越受到政府和农村居民的关注,建成宜居乡村成为政府和村民的共同心愿。然而在实际工作开展过程中传统治理模式的固化,明显削弱了宜居乡村建设的成效及其巩固。建设宜居乡村之后如何进行治理,保障宜居乡村建设的成效,成为了难题。通过介绍P市宜居乡村治理的具体实践,探讨P市宜居乡村治理过程中存在的问题、原因及对策,对突破P市当前治理困境,切实改善农村人居环境具有现实意义。论文由五部分构成。第一部分,绪论。包括选题背景、选题依据、研究意义及文献综述。第二部分,相关概念界定和理论内涵。对城乡一体化以及宜居乡村概念进行界定,并对斯蒂芬?戈德史密斯和威廉?D?埃格斯的网络化治理理论的基本内涵进行阐释。第三部分,P市宜居乡村治理现状及存在问题。概括P市宜居乡村治理的现状,剖析P市在宜居乡村治理过程中存在的乡村建设特色缺乏、乡村环境整洁度欠佳、乡村设施供给和使用率不高、乡村建设资金较为短缺这些主要问题。第四部分,P市宜居乡村治理问题产生的原因分析。在网络化治理理论视角下,将问题主要原因概括为宜居乡村治理网络化框架不完善、治理网络连接不畅、治理责任机制不健全及治理各主体能力不足。第五部分,P市宜居乡村治理问题的解决对策。从构建宜居乡村治理网络化框架、强化宜居乡村治理主体间纽带连接、健全宜居乡村治理网络与责任共担机制、加强宜居乡村主体网络化治理能力四个角度提出解决P市宜居乡村治理问题的对策。论文运用文献研究法、问卷调查法和访谈法,在充分调研P市宜居乡村治理现状的情况下,构建P市宜居乡村治理的网络化治理格局和框架,力图提高宜居乡村治理的水平和精准度。宜居乡村治理是一项长期复杂的任务,需要政府、村民组织和村民各方共同努力,形成良性互动和治理合力,借助网络化治理理论,站在崭新的视角下,探索并不断创新宜居乡村的治理模式,对补齐农村人居环境短板,进一步推进城乡一体化改革工作意义重大。更多还原

【Abstract】 Under the background of the integration of urban and rural reform continued to deepen,China’s vast rural living environment more and more get the attention of the government and rural residents,and to build livable country became the common wish of the government and the villagers.However,the solidification of the traditional governance model in the process of practical work has obviously weakene d the effectiveness and consolidation of the construction of livable villages.How to manage the construction of livable villages and ensure the effectiveness of livable villages has become a difficult problem.By introducing the P,the concrete practice o f livable rural governance,explore P city livable rural governance problems,causes and countermeasures in the process,the breakthrough in P governance dilemma,to improve rural living environment has a realistic significance.The paper consists of five parts.Part I,introduction.It includes background,basis,research significance and literature review.The second part,related concept definition and theoretical connotation.The definition of urban-rural integration and the concept of livable country is defined,and the basic connotation of the theory of the network governance of Stephen goldsmith and William d.egeus is explained.In the third part,the status quo and existing problems of village governance in P city.Summarized the status quo of P city livable rural governance,analyzes in P city livable rural construction features that exist in the process of rural governance,lack of rural environment and the cleanliness,poor rural infrastructure supply and utilization rate is not high,shortage of rural construction fund is the main problem.The fourth part analyzes the reasons of the rural governance in the city of P.Under the network governance theory Angle of view,summed up the problem the main reason livable rural governance network framework is not perfect,poor governance network connection,governance responsibility mechanism is not sound and the governance main body ability is insufficient.The fifth part is the solution to the problem of village governance in P city.From the build livable rural governance network frame,strengthening the link connection between livable rural governance subjects,perfecting livable rural governance network and responsibility sharing mechanism,strengthen the livable rural network governance ability four angles proposed the countermeasures to solve the problem of P city livable rural governance.Paper using the method of literature research,questionnaire investigation and interview,in P city livable rural governance present situation investigation of cases,build P city livable rural governance of network governance pattern and framework,trying to raise the level of livable rural governance and precision.Livable rural governance is a complex task for a long time,needs the government,the villagers and the villagers all parties work together to form a benign interaction and management together,with the aid of network governance theory,standing under a new perspective,exploring and innovating livable rural governance mode,to supplement the rural living environment,to further promote the reform of urban and rural integration work is of great significance.更多还原
