【摘要】 食品药品安全一直是全社会关注的重点问题,涉及人民群众的健康安全。随着“大部制”改革地深入,实行工商部门、质监部门、食药监部门的县一级整合,组建成立市场监督管理局,形成权威统一高效的食品药品安全监管局面。然而,在新的监管体制下,多地区却呈现出监管力量弱化,食品药品安全监管人员素质能力不足,不能胜任食品药品安全监管需要等问题,导致监管不力,出现更多的监管空白区。这是体制改革后面临的最基础,也是最根本的问题。本文通过对曲靖地区基层食品药品安全监管人员的能力现状进行随机问卷调查,运用胜任力模型理论,针对“三合一”监管体制改革后基层食品药品安全监管工作开展需要,契合体制改革初衷,分析基层食品药品安全监管人员能力现状,对照国内相似监管体制下先进地区基层食品药品安全监管队伍人员素质能力提升途径和国外食品药品安全监管队伍人员素质能力提升途径,提出如何提升曲靖市基层食品药品安全监管人员队伍素质的建议,解决“三合一”监管体制下基层食品药品安全监管人员能力困境。更多还原

【Abstract】 The whole society is focusing on the safety of the food and drug which related to the health of the people.As the revolution called "dabuzhi" goes deeper,the industry and commerce administration、the Quality and technical supervision administration、the food and drug administration combine together to form the Market supervision and administration in the county and township.Although the idea of combination of the three organizations is good,some problems have appeared after the combination.The power of the supervision was weakened.Among the problems of the revolution,the ability of the administrator of the food and drug is the basic and vital one.This paper is going to analysis the current situation of the administrator of food and drug in the base course of the organization of qujing district.By using the theory of the competency model,comparing with the goals of the revolution.Through the questionnaire of the currently ability of those people,we can know the reason why this happened.Next,by listing some good ways of promoting the ability in some developed areas of china and other countries(or district),the author puts forward some paths of how to promote the ability of the administrators in food and drug of the base course in qujing district.This will help us to get rid of the ability dilemma of the revolution.更多还原
