【摘要】 市县防震减灾工作是整个防震减灾工作的基础和落脚点。当前正值“十三五”规划深入实施重要阶段,甘肃省正处于落实“四个全面”“一带一路”建设战略规划,全面建成小康社会的关键时期,全省经济持续健康发展,各市州城市化进程不断加快,全省市县防震减灾工作面临着融合式发展的新形势、新任务和新要求,做好新形势下市县防震减灾工作对于保障全省经济社会发展和人民生命财产安全具有十分重要的意义。本文以甘肃省市县防震减灾为研究对象,对其基本理论进行了概括分析,梳理了其发展历程,从管理体制、保障机制、工作体系三个方面深入分析了甘肃省市县防震减灾现状,梳理归纳出甘肃省市县防震减灾存在的问题和不足,有针对性地提出了合理化对策建议,从而为甘肃省市县防震减灾发展完善提供实践参考,推动甘肃省市县防震减灾综合能力提升。本文运用文献研究、访谈和研究分析等方法,内容主要围绕甘肃省市县防震减灾工作现状分析统计、分析问题及其原因、提出对策建议几个方面进行。主要研究成果:梳理归纳出甘肃省市县防震减灾存在的主要问题。1.防震减灾能力建设方面还有不足。2防震减灾社会管理还不到位。3.防震减灾公共服务还需拓展。分析存在问题的原因。1.防震减灾能力建设基础薄弱。2.防震减灾社会基础薄弱。3.防震减灾经济基础薄弱。结合实际提出解决甘肃省市县防震减灾工作面临问题的对策建议。1.推动地震灾害防御能力提升。2.做好顶层设计,理顺工作和保障机制。3.全面推进依法治理。4.积极拓展服务,推动防震减灾融合发展。更多还原

【Abstract】 The basis work of Earthquake Precaution and Decreasing Disaster(EPADD)is on the Cities and counties.This year is the first year of “the thirteenth five-year plan”.Gansu Province is in the crucial period of “the Four-Pronged Comprehensive Strategy”,“One Belt and One Road” and “On building moderately prosperous society”.The development of economic in Gansu Province’s is sustainable and healthy.Urbanization of All the counties is faster and faster.The EPADD of all the Province has to face to the new situation,new tasks and new requirements of integrated development,and it is very important to ensure the development of the economic and social,to secure people’s life and property.Based on the EPADD of Gansu as the research object,this paper analyses the basic theory,combs the development process.In particular,analyses the Management system,guarantee mechanism,working system of the EPADD of Gansu,Summarizes the problems and the insufficiency,and put forward the reasonable countermeasures and Suggestions,to solve these problems.This paper can be used as a reference of the work to develop the EPADD of Gansu.This paper use the method of statistical survey,literature research,interviews and analysis,etc.And the main content of this paper are,the status quo survey statistics,analyzing problems and its reasons,putting forward countermeasures and Suggestions,etc.The main research results:Analyzing the problems of EPADD of Gansu are as follows: 1.The insufficient of Capacity building aspects of the EPADD;2.The insufficient of social administration of the EPADD;3.The insufficient of public service of the EPADD.The reasons of these problems are: 1.Capacity Building of the EPADD is very weak;2.Social basis of the EPADD is very weak;3.Economic foundation of the EPADD is very weak.Putting forward the reasonable countermeasures and Suggestions to solve these problems are as follows: 1.Improving the capacity of earthquake disaster prevention;2.Complete the top-level design,straighten out the work and guarantee mechanism;3.Develop social services to enhance the prevent capabilities;4.Promote the integration development of EPADD of the city and county actively.更多还原
