【摘要】 随着科技进步和互联网发展,跨境电子商务成为新时代经济发展的聚焦点。跨境电商降低了国际贸易的交易门槛,也改变了国际贸易分工和国际贸易价值链的布局,带来了国际贸易发展的新机遇,但是与其紧密相关的商业行为---支付交易环节出现的问题也愈加复杂。跨境电商交易方式多样化,各个环节参与主体国际化,复杂化,突破时间,地域,国家,文化等的限制,打破了传统贸易的思维,使得政府监管出现了难以比拟的复杂问题。如何达到交易透明化,合法化,如何规范金融机构运作,如何避免交易过程中出现诈骗行为,如何约束企业按交易额纳税等,成为政府监管的重中之重,如何整合社会资源,利用科技创新,提高政府监管能力将是本文的核心。本文包含五大章,从跨境电商的发展现状出发,一步一步揭开政府监管其支付交易环节存在的桎梏所在,并根据多年的工作经验提出了相对有建设意义的意见。第一章主要陈述本论文的研究背景、文献综述、研究框架和方法;第二章建立我国跨境电商支付交易与政府监管的核心概念和理论综述;第三章介绍我国跨境电商支付交易的发展现状和监管问题;第四章对我国跨境电商支付交易监管不力的原因进行深入分析;第五章提出了完善我国跨境电商支付交易政府监管的建议。根据实际工作经验和本文的深入研究,对政府监管跨境电商支付交易环节,从不同方面提出对策建议:提升监管软件;完善监管硬件;向国外学习先进经验,倡导国际化协同监管。本文的研究指明了未来政府监管跨境电商支付交易的发展方向,只有监管实现科技创新,法制监管,监管体制化才能实现跨境电商支付交易的绿色发展。更多还原

【Abstract】 With the progress of science and technology and the development of the Internet,cross-border e-commerce has become a new hotspot of economic development.It reduces the international trade barriers,but also changed the international trade structure and layout of international trade value chain,it has brought new opportunities for the development of international trade,but the payment transactions process related closely has got more and more complicated problems.Diversification of cross-border e-commerce transactions,internationalization and complication of participants in all steps,breaking through time,regional,national,cultural and trade restrictions,breaking through the limit of time,geography,country,culture,etc.breaking the thought of traditional trade,which make the government supervision facing incomparable complex problems.How to make transactions transparent and legalized,how to regulate the operation of financial institutions,how to avoid the emergence of fraud in the transaction process,how to regulate the enterprises according to the turnover tax,become the top priority of government supervision.How to integrate the social resources,how to make use of scientific and technological innovation and to improve the government’s supervision ability,become the core of this article.This paper contains five chapters,starting from the development of cross-border e-commerce,uncovering the shackles of government supervision of its payment transactions step by step,and put forward some relative constructive suggestions according to many years’ work experience.The first chapter mainly describes the research background,literature review,research framework and methods of this paper,the second chapter establishes the core concepts and theories of cross-border e-commerce payment transactions and government supervision in China.The third chapter introduces the development and supervision problems of cross-border e-commerce payment transactions in China,the fourth chapter deeply analyzes the reasons for the weak supervision of cross-border e-commerce payment transactions in China.The fifth chapter puts forward some suggestions on how to improve the government supervision of cross-border e-commerce payment transactions in China.According to the actual working experience and the in-depth study of this paper,the paper puts forward some countermeasures and suggestions on the supervision ofcross-border e-commerce payment transactions by the government from different aspects:upgrading the supervision software,perfecting the supervision hardware,learning advanced experience from foreign countries,advocate international cooperative supervision.The research in this paper points out the development direction of the future government regulation of cross-border e-commerce payment transactions,only if achieving scientific and technological innovation,legal regulation,regulatory institutionalization the payment transactions of cross-border e-commerce can achieve a green development.更多还原
