基于碳转移的京津冀合作减排路径研究

【摘要】 京津冀协同发展已经上升为国家战略,交通一体化、生态环保、产业发展等重点领域已初见成效。北京非首都功能疏解逐步推进,解决产业结构调整及产业转移带来的碳转移问题是京津冀协同发展重大实施战略问题之一。本文在分析京津冀工业碳梯度及碳聚集状况基础上,识别产业碳梯度转移方向和趋势;基于投入产出表(RIMS)分析了京津冀区域内产业间碳转移量及使用类型,识别产业在产业链上的位置;基于多地区投入产出表(MRIO)分析了京津冀区域间产业碳转移量及类型,为京津冀合作减排提供量化依据;在此基础上选择典型产业链,给出了京津冀合作碳减排路径。研究结果表明:装备制造业向天津碳梯度转移,轻纺业和原材料加工业向河北碳聚集及碳转移;京津冀区域内原材料加工业和装备制造业等和其他产业碳关联程度较高;北京石油化工产业、原材料加工业以及装备制造业为主要碳转出产业,天津石油化工产业和原材料加工业为碳转出产业,河北省原材料加工业碳转移最突出。本文的研究为京津冀产业协同及合作减排提供借鉴。

【Abstract】 The coordinated development of the Beijing-Tianjin-Hebei region has risen to a national strategy.Key areas have achieved initial success of traffic integration,eco-environment protection and industrial development.Beijing’s non-capital functions have been gradually promoted,solving the problem of carbon transfer caused by industrial restructuring and industrial transfer is one of the major strategic issues for the coordinated development of Beijing-Tianjin-Hebei.This dissertation identifies industrial carbon gradient transfer direction and trend,analyzes carbon gradient and carbon accumulation in Beijing-Tianjin-Hebei,based on the analysis of the industrial carbon gradient and carbon accumulation in Beijing-Tianjin-Hebei.Analysis carbon transfer between industries and types of use based on input-output table(RIMS)of Beijing-Tianjin-Hebei regional,then identify the industry position in the industrial chain;Analysis carbon transfer between industries and types of use based on the multi-region input-output table(MRIO)of Beijing-Tianjin-Hebei,providing quantitative basis for cooperation in emission reduction of Beijing-Tianjin-Hebei;On this basis,selecting a typical industrial chain,and giving the cooperation in emission reduction path of Beijing-Tianjin-Hebei.The results show that equipment manufacturing industries shift to Tianjin in carbon accumulation and carbon gradient,textile t industries and raw materials processing industries shift to Hebei in carbon accumulation and carbon transfer.The processing industry and equipment manufacturing industry have a high degree of carbon relatedness with other industries in the area of Beijing-Tianjin-Hebei.Petrochemical industry,raw materials processing industry and equipment manufacturing industry are the main carbon transfer industry in Beijing,petrochemical industry and raw materials processing industry are the main carbon transfer industry in Tianjin,the carbon transfer of raw materials in hebei province is the most prominent.The research in this dissertation can provide reference for the industry coordination and cooperation emission reduction in "Beijing-Tianjin-Hebei".
