【摘要】 由于公路项目不仅受作业特点、地质条件、自然环境等的影响,同时也受到各种协作关系的制约,致使安全事故的发生居高不下。施工安全事故除了对施工人员的人身安全、企业品牌等造成影响,同时也威胁到整个社会的和谐稳定。安全是公路施工效益与质量的必要条件,如果缺乏安全意识,那么将会对整个企业、施工人员造成直接性的影响,同时也会对整个社会的和谐稳定、健康发展造成重大影响。本文首先对我国高速公路建设发展过程中各阶段的特点进行了介绍,接着对我国安全生产现状进行了分析,主要包括安全组织管理、安全生产责任制、安全检查制度、安全应急制度、安全监管职能等。以此为基础,对安全生产过程中存在的问题从安全法规、安全技术与管理等方面进行了分析,并结合国外的安全生产管理现状,对国内外安全生产管理进行了系统性的比较与分析,这对于进一步研究甘肃省公路施工安全管理具有一定的指导性意义。其次,以甘肃省工地安全环境标标准化建设为例,具体从项目选址、安全用电等方面提出了一些针对性的意见,改进了施工人员的生活条件与工作环境,实现了安全标准化管理的目标,同时也明确了甘肃省安全生产费的计取、使用与监督管理等;最后针对甘肃省A段高速公路的特征,提出了隧道工程、路面工程、桥梁工程等的危险源,并对现场安全管理的要点进行了阐述。更多还原

【Abstract】 Due to the highway project is not only affected by the operating characteristics,geological conditions,natural environment,but also by a variety of constraints,resulting in a high incidence of accidents.Construction safety accident in addition to the construction of the personal safety,enterprise brand,and so on,but also threatens the harmony and stability of society as a whole.Safety is a necessary condition for the construction efficiency and quality of highway,if the lack of safety awareness,it will direct impact on the whole enterprise and construction personnel,but also will have a significant impact on the social harmony and stability and healthy development.This paper first introduces the characteristics of each stage in the development process of China’s construction,and then analyzes the present situation of safety production in China,including security organization management,emergency system,safety and civilized construction safety production responsibility system etc...On the basis of the existence of security problems in the production process from the aspects of the safety regulations,safety technology and management were analyzed,and combining with the foreign situation of production safety management,compared with the systematic analysis of domestic and foreign production safety management,it has certain guiding significance for the further study of highway construction in Gansu province safety management.Secondly,in Gansu province A expressway as an example,the safe use of electricity from the project site,and put forward some corresponding opinions,to further improve the living conditions and working environment of construction personnel,the implementation of safety standardization management objectives,but also clear the Gansu provincial safety production fees and use supervision and management;in view of the Gansu province highway A section characteristics,put forward risk source of tunnel engineering,road engineering,bridge engineering,and the key points of safety management are described.更多还原
