【摘要】 通过一系列政府激励机制政策措施的应用,促进循环经济发展,转变经济增长方式,走新型工业化道路,建设资源节约型和环境保护型社会,才能从根本上缓解经济社会发展面临的资源约束矛盾和环境压力,实现全面建设小康社会目标,促进人与自然和谐发展的战略举措。金昌市地处沙漠边缘,干旱少雨,风大沙多,自然生态环境十分脆弱,加上又是一个典型的资源型工矿城市,先有矿、后有企业,先有企业、后有城市,长期以来,已形成一个以矿产资源开采、选冶和初级产品及其相关化工产品加工生产为主的重工业基地,经济发展呈现典型的重工业化特征。这种以重工业占绝对优势的工业结构带来了高消耗、高污染、产业链延伸度低的结果。同时,资源、环境的双重约束已成为金昌经济社会发展的主要矛盾之一。政府应该从制度层面入手,加强顶层设计理念,科学规划和谋划金昌市循环经济发展的长远路子,必须认识到只有持续的、不断的推进循环经济发展,将发展循环经济这一理念贯彻到全市经济社会发展的每个环节,并摸索出一系列行之有效的办法,才能够弱化资源对经济发展的约束,才能够实现经济社会的可持续发展,才能够加快金昌的新型工业化进程。实施循环经济,需要相应的政府激励机制相配套,必须从制度创新入手,实施一系列相互配套,切实有效的政策。政府部门,应该发挥政府的管理职能,通过区域经济结构和产业结构的调整和合理布局,延伸地区经济产业链条,完成资源型城市的转型,推进经济全面可持续发展,积极制定一系列有效的政策来引导和激励企业和消费者实施这项战略。2006年至今,金昌市通过构建产业共生体系,持续推进企业和产业间的联合,延伸形成了有色金属、冶金、硫化工、磷化工、氯碱化工、煤化工等循环经济产业链,形成了区域大循环、产业中循环、企业小循环的循环经济发展体系,初步建成了资源优化组合、产品互为补充、产业链条不断延伸的循环经济发展格局,形成了从依赖单一资源发展向多产业共生发展转型的“金昌模式”。2012年11月,“金昌模式”被确定为国家区域循环经济12个典型案例之一。本文以金昌市循环经济发展为案例,以政府激励机制为内容,进行调研和分析,在客观反映金昌市循环经济发展的现状、成绩和问题的同时,研究和解决金昌市循环经济发展政府激励机制中存在的突出问题,探索制定相应对策措施,以期能为西部同类地区提供借鉴。本文共分四部分。第一部分概述了循环经济激励机制的内涵、特征和作用及意义,为论文的展开做了理论铺垫;第二部分介绍了金昌市发展循环经济的实践及政府激励机制在实际操作中的现状、问题及初步探索应用。第三部分分析研究了金昌市发展循环经济政府激励机制的存在问题及其影响,第四部分是在以上分析的基础上提出了金昌市推进循环经济发展政府激励机制的一些对策研究。比较系统的阐述了金昌市推进循环经济发展政府激励机制的指导思想、战略定位、重点任务和对策建议。更多还原

【Abstract】 Development of recycling economy is the transformation economic growth way,taking a new industrialization path,building a resource-saving and environment protection society,and fundamentally alleviates the resources restraint contradiction which and the environment pressure the economic society develops faces,achieves the comprehensive construction well-off society goal,promotes human and Nature harmonious development of strategic initiatives.Jinchang City is located in the edge of the desert,drought,wind,sand,the natural ecological environment is very frail,in addition is also a typical resources industry and mining city,has the ore after first,has the enterprise,has the enterprise after first,has the city,since long,has formed one by mineral resource mining,to elect to smelt with the primary product and the related product of chemical industry processing production heavy industry base primarily,the economic development presents the model the heavy industry characteristic.This kind occupied the overwhelming superiority by the heavy industry the industry structure to bring the high consumption,the high pollution,the industrial chain ductility low result.This kind occupied the overwhelming superiority by the heavy industry the industry structure to bring the high consumption,the high pollution,the industrial chain ductility low result.At the same time,the resources,the environment dual restraints have become one which of principal contradictions the Jinchang economic society develops.Only then continues,the unceasing advancement recycling economic development,will develop recycling economy this idea to implement each link which the whole city economic society develops,and tried to find out an effective pathway,only then can attenuate the resources to the economic development restraint,only then can realize economic society’s sustainable development,only then can speed up Jinchang’s new industrialization advancement.The implementation of circular economy can promote the regional economic structure and industrial structure adjustment and reasonable layout,extending the chain of regional economy,complete the transformation of resource-based cities,promoting the comprehensive andsustainable economic development.This requires the corresponding government incentive mechanism.In order to solve the problems in the incentive mechanism of circular economy,as the government departments,the government should play a series of effective policies to guide and encourage enterprises and consumers to implement this strategy.To develop the circular economy,we must start with the system innovation,the implementation of a series of mutually supporting and effective policy.In 2006 so far,Jinchang city through the construction of industrial symbiotic system,continue to promote enterprise and inter Industry joint and extension of the nonferrous metal,metallurgy,sulfur chemical industry,phosphorus chemical industry,chlor alkali chemical industry,coal chemical circular economy industrial chain,the formation of a regional big cycle,industrial ring,small business cycle system of circular economy development cycle,initially built the resources optimization,mutual complement,continue to extend the industrial chain of circular economy development pattern,formed from a reliance on a single resource development to a multi industry symbiosis the transformation and development of Jinchang mode.In November 2012,"Jinchang mode" was identified as one of the 12 typical cases of regional circular economy.This paper takes the development of circular economy in Jinchang as a case,the government incentive mechanism as the content,research and analysis,the objective reflects the current situation,achievements and problems of the development of circular economy in Jinchang City,and to study and solve the outstanding problems in the development of circular economy in Jinchang.This article is divided into four parts.The first part summarizes the connotation,characteristics and function of the incentive mechanism of circular economy and the significance,as the paper done theory foreshadowing;The second part introduces the singularity of the practice of developing circular economy and government incentives in the actual operation status quo,problems and the preliminary exploration of the application.Circular economy development in the third part analyzed the singularity of the problems of incentive mechanismand its influence,the fourth part is on the basis of the above analysis put forward the singularity of government incentive mechanism of circular economy development some countermeasures.更多还原
