【摘要】 二十一世纪以来,世界上所有的发达国家都已经迈入老龄化社会,人口老龄化越来越严重,许多发展中国家也相继步入老龄化社会的行列。随着家庭逐渐趋于小型化、空巢化,传统的家庭养老功能不断弱化,传统的居家养老和政府提供的公办养老机构进行养老难以满足老年人现有的服务需求,民办养老机构的补充功能显得尤为重要。通过对武汉市民办养老机构的探究分析,可丰富现有社会保障学、康复学、人力资源学等学科知识理论,为以后的学者和政策研究制定者提供一定程度上的理论支持。同时,有利于促进城市民办养老机构的建设和养老服务水平的提高,加快机构养老服务的发展。这对于转变民办养老机构的经营方式,“医养结合”模式的深入推广,养老专业人才的培养,都具有十分重要的现实意义。本文以武汉市为例,通过实地调研问卷和访谈等方法在了解探究武汉市民办养老机构发展现状的基础上,从扶持政策、传统观念、法律规范、养老制度、机构资金、人力资源、运营管理等方面分析现阶段武汉市民办养老机构发展所存在的困境,并结合国内外先进经验及本地实际,从民办养老机构自身和政府方面对武汉市民办养老机构的发展提出相应的对策及建议。本文的研究旨在推进城市民办养老机构更好更快的发展,促使其在全国养老体系中发挥更大的作用。更多还原

【Abstract】 Since twenty-first Century,all the developed countries in the world have entered an aging society,the aging of the population is becoming more and more serious,and many developing countries have stepped into the ranks of the aging society.As the family gradually tends to miniaturization,empty nest,and the traditional family pension function is weakening,the traditional old-age pension and public pension institutions provided by the government are difficult to meet the existing service needs of the elderly,and the supplementary function of the private pension institutions is particularly important.Through the exploration and analysis of the private pension institutions in Wuhan,we can enrich the knowledge theory of social security,rehabilitation and human resources,and provide a certain degree of theoretical support for the future scholars and policy makers.At the same time,it will help to promote the construction of urban private pension institutions and improve the service level of the elderly,and speed up the development of institutional pension services.This is of great practical significance to the transformation of the management mode of the private pension institutions,the deep promotion of the "combination of medical care" and the cultivation of professional talents for the aged.Taking Wuhan city as an example,based on the current situation of the development of Wuhan private pension institutions in understanding through field research methods of questionnaires and interviews on the points that exist for the development of private pension institutions of Wuhan city at this stage from the support policy,traditional concept,legal norms,pension system,financial institutions,human resources,management etc.the dilemma,and combined with the advanced experience at home and abroad and the local actual situation,from the private pension institutions themselves,the government put forward the corresponding countermeasures and suggestions on the development of private pension institutions in Wuhan city.The purpose of this study is to promote the better and faster development of the private pension institutions in cities,and to make it play a greater role in the national pension system.更多还原
