【摘要】 湿地生态系统具有整体性,加强湿地保护区管理有效性不能只依靠单个保护区的力量,还应从湿地保护系统层面着眼,在创新湿地保护区管理方法的基础上,建立并完善湿地保护系统协调机制和经验成果共享机制,从而形成湿地生态系统保护管理合力。本文以江西省试点湿地保护区管理为案例,在总结国内外湿地管理有效性研究成果的基础上,将湿地保护和公共管理学的理论相结合,从系统层面来探索加强湿地保护区管理有效性的方法。通过梳理省内湿地保护区可能面临的问题,记录试点湿地保护区管理有效性最佳实践,总结经验成果并在系统层面共享,提出进一步加强湿地保护区有效管理、提高利益相关者湿地保护意识和参与式管理积极性的具体对策建议,为其他地区从系统层面探索加强湿地保护区管理有效性方法提供了参考。更多还原

【Abstract】 As wetland is an entire ecosystem,enhancing wetland reserve management effectiveness should not only focus on the single wetland reserve,but also pay attention to wetland reserve system.Based on innovative management methods of wetland reserves,system coordination mechanism and experience sharing mechanism of wetland conservation should be built to enhance joint forces of wetland system conservation and management.This thesis takes management in pilot wetland reserves of Jiangxi Province as study cases,and explores methods of enhancing management effectiveness of wetland reserves in the systematic view,on the basis of summarizing relevant study results at home and abroad and combining theories of wetland conservation and public management.By analyzing the problems which may come out in wetland reserves of the province,recording best practices in pilot wetland reserves,summarizing and sharing experience in the system,specific suggestions are put forward to further enhance effective management of wetland reserves and improve wetland conservation awareness and participatory management enthusiasm of stakeholders,and reference is given to other wetland reserves to explore methods of enhancing wetland reserve management effectiveness from the systematic view.更多还原
