【副题名】以江苏省药品招标价格变化为例

【摘要】 目的:药品作为医药产业中重要的环节与百姓健康息息相关,药品的价格对百姓的健康和社会医疗保障系统运行影响较大。药品的价格问题一直是一个世界性难题,相比较而言,我国的药品价格问题更加突出和复杂。在国家放开药品价格,部分药品通过直接挂网采购的方式来确定价格的政策背景之下,却出现了部分药品价格异常波动的现象,受到了医药行业各部门的关注与重视。因此,探索稳定合理的药品价格政策及其实施效果是保障社会大众健康、促进医疗保障体系健康发展、维护社会稳定的重要因素之一。理论:本研究将探讨在药品价格管理中如何体现政府与市场合作治理,划分政府和市场的界限,并且将为“新常态”下政府与市场合作共治提供参考。具体而言,研究以公共物品理论为指导,探讨如何区别药品的物品属性和社会属性,并且根据物品属性和社会属性的不同对药品进行分类。然后,以此为基础,运用公共政策理论、奥斯特罗姆的多中心理论等分析我国药品价格政策及其问题。方法:本论文以江苏省药品招标采购中部分药品价格变化对比为例进行分析,选取妇儿专科非专利药品、急(抢)救药品作为研究对象。通过文献综述法、数据分析法、问卷调查以及比较分析法等方法设计各类药品的价格评估方法与机制,提高药品价格评估的合理性和科学性。结论:论文通过对我国药品价格政策的系统梳理,比较了各种定价模式的优劣,并对药品的属性加以区分;同时借鉴国际上制药业发达国家的药品价格治理成功经验,对我国药品价格政策进行了比较完整的剖析。论文以江苏省药品集中招标为例,选取直接挂网采购的妇儿专科非专利药品、急(抢)救药品价格变化数据,从对药师和病人两个角度的影响进行分析,尝试性的提出完善我国药品价格政策的对策建议。更多还原

【Abstract】 Objective:As the key part in the pharmaceutical industry,Drug is closely related to the health of the people.The price of drug has a great impact on the health of the people and the operation of social medical care system.As far as we know,the problem of drug pricing has always been worldwide for a long time.In comparison,the problem of drug pricing in China is more serious and complicated.With the releasing of drug prices from country and new pricing policy initiating that some drugs can be purchased directly from the internet,it occurs abnormal fluctuations in the price of some drugs which attracted great attention of various departments in the pharmaceutical industry.Therefore,it is one of the most important factors to explore a stable and reasonable price of drugs to ensure the health of public,promote the healthy development of the medical insurance system and maintain social stability as well.Theory:this study will explore how to manage the price of drug with the combination of government and marketing,define the definite responsibility of both sides,and provide reference for the cooperation between government and market under the "new normal situation".To be specific,the study will base on the guidance of the theory of public goods,discuss how to distinguish goods attribute and social attribute of the drug,classify drugs according to different object and social attributes,and then analyze the drug pricing policy and issues in our country with the application of public policy and Ostrom’s multi-center theory.Methods:this paper analyzes the price variance of some drugs in the procurement of pharmaceutical products in Jiangsu province,targets the non-patented medicines for women,children and first aid medicines as research objects.With the application of different methods such as literature review,data analysis,questionnaire survey and comparative analysis,this paper designs the price evaluation method for drugs,enhances the rationality and scientificity for it.Conclusion:Based on the systematic research of drug pricing policy in our country,comparing the strength and weaknesses of variant pricing methods,distinguishing the attribute of drug,learning the best practice of drug pricing management from the developed countries with advanced intermational pharmaceutical industry,the thesis conducts a deep and completed analysis of drug pricing policy in China.Taking the drug bidding in Jiangsu Province as an example,targeting variance pricing data of the non-patented medicines for women,children and first aid medicines,analyzing from the perspective of pharmacist and the patient,the paper tentatively proposes countermeasures and recommendation to improve pricing policy of drug in China.更多还原
