【摘要】 随着我国经济结构改革的不断深入,以中小企业为代表的民营经济逐渐成为国民经济的重要组成部分。而随着2008年美国次贷危机引发的金融海啸波及全世界,全球经济遭遇重创,中国中小企业发展严峻的挑战,大量企业效益增幅下滑甚至出现亏损、减产、停产、倒闭等。为了保护和促进中小企业的发展,我国中央和各级地方政府分别出台了一系列支持中小企业发展的政策措施,但由于扶持方式单一、可操作性不强等诸多原因,导致部分扶持政策未落到实处行使不到位,未达到预期的效果。政府对中小企业扶持贷款项目管理首先要对项目管理在公共部门的应用进行适用性分析,同时依托项目管理的基本理念与理论内涵,将政府对中小企业提供扶持贷款的公共服务作为行政项目,进而运用项目管理的相关理论对中小企业扶持贷款项目管理进行分析和研究,将政府扶持这一过程具体化、“项目化”,明确政府公共部门作为项目利益相关者的特点和任务。本文在上述基础上,从A市社会、经济、政治环境实际情况出发,通过对A市政府中小企业扶持贷款项目管理现状的研究和分析,借鉴国内外相关经验,运用项目管理的相关理论提出了提出建立统一的机构、获得利益相关者支持,完善项目组织,提出了提升政府对中小企业扶持贷款项目管理能力措施的建议。建议具体有四个方面:一是维护市场公平竞争;二是给予中小企业相适应的融资、信贷平台;三是从政策面给予中小企业一定的保护、鼓励和支持;四是从政府的角度提高政府公共服务水平,提升政府扶持贷款项目管理能力。经过以上几个方面的研究讨论,需要努力解决中小型企业融资难的问题,还要营造良好的市场环境等,从而使得中小企业健康、稳定、快速的发展进步,已解决现如今的经融危机,保证中小型企业稳定发展。更多还原
