【摘要】 随着时代的发展,互联网在人们生活中所起的作用越来越重要,网络舆情传播的广度和深度都达到传统信息传播途径不可企及的境地。网民发表言论空前活跃,在国内和国际上发生的重大事件,通过网民的关注和讨论都能快速形成舆论。人们通过互联网来表达自已的观点、传播各自的思想,从而产生强大的舆论压力,可以说任何部门和机构都不可忽视。中国与东盟国家之间在互联互通、电子商务、大数据、移动互联网服务以及互联网安全等领域强化的合作更加紧密,同时各种舆情也在不断的产生。在新形势下,如何提高对互联网舆论的驾驭能力,从容应对新形势、新任务的挑战已成为考验执政智慧的重要命题,成为各地各部门提高执政能力、推进执政事业的必修课。为探询和研究目前广西东盟网络舆情监控项目中的风险管理问题,在文献调研的基础上,通过比较和分析等方法,总结出广西东盟网络舆情监控项目中面临的政治、经济、社会、法律等主要风险,以及存在的管理体制不完善、应急机制不健全、网评员队伍不齐备等突出问题。并针对风险和问题提出预警干预、应急监管和制定风险事件恢复计划、应急处理预案等解决方法,为舆情决策者把握东盟网络舆情传播规律和控制防范风险提供借鉴,为政府部门有效管理网络舆情提供参考。更多还原

【Abstract】 With the development of the age,and the role of the Internet in people’s daily life plays more and more important,the breadth and depth of network communication has reached far beyond reach traditional means of information dissemination.The speech of active users has reached a hitherto unknown degree,whether internal or international events,it can forms online public opinions instantly.and express ideas,thoughts through the network.It can produces enormous pressure of public opinion,and any departments or institutions cannot ignore.The strengthen cooperation between China and ASEAN countries in the area of interconnection,e-commerce,big data,mobile Internet services and Internet Security will be more closely,at the same time a variety of public opinions are also constantly generated.Under the new situation,the challenge of how to improve the ability of Internet public opinion,and taking time for the new situation and new tasks has become an important proposition of testing the wisdom of the governance.Moreover,it becomes a required course for all localities and departments to improve the ruling ability and promote the cause of ruling.In order to explore and study the risk management of the current Guangxi ASEAN network public opinion monitoring project,on the basis of literature survey,by using comparison and case analysis to sum up the main risk of Guangxi ASEAN network public opinion monitoring project including political risks,economic risks,social risks,legal risks,and problems including existing management system and emergency mechanism are not perfect,assessment team is not available.And developing solutions including put forward early warning and intervention,proposing emergency supervision for the risk and problems,and the development of risk event recovery plan and emergency response plan.It provides a reference for decision-makers to grasp the spread rule of the Internet public opinion of ASEAN network,and control and prevent the risk.It provides a reference for the effective management of network public opinion for the government departments.更多还原
