【摘要】 目前,在我国工业化进程和城市化不断推进的时代背景下,全国有大量农村土地、房屋因城市规模的扩张而被政府征用,产生的新群体——失地农民。作为传统依靠农村土地作为生活保障的劳动力而言,失去土地导致其失去了最基本的生活保障。失地农民在失地后获得稳定职业的比例相较于失地前大幅下降,由此会引发一系列新的经济、社会问题。积极引导失地农民就业,解决失地农民就业难等问题,实现经济和社会的协调可持续发展,已成为我国乡镇一级政府的重要议题。以湖南省长沙市高新产业技术开发区雷锋镇失地农民为研究样本,引入劳动力市场理论、治理理论、社会公正理论作为本文的理论基础,对失地农民再就业现状进行了调查研究。研究结果显示:由于失地农民文化程度低与非农职业技能缺乏、政府就业引导措施缺乏针对性、高新区园区产业结构上有效吸纳失地农民、农村征地补偿模式导致农民缺乏就业创业意识等原因,失地农民再就业过程中存在竞争力低、政府就业服务效果不明显、企业吸纳能力有限等主要问题。为进一步缓解雷锋镇失地农民就业问题的对策,试图为全国乡镇级政府解决失地农民就业问题抛砖引玉,提出了如下应对策略:(1)加强就业培训以提升失地农民就业素质。(2)转变政府职能以提升就业服务水平。(3)改善就业环境以消解就业结果性障碍。(4)完善救助制度以降低失地农民失业风险。更多还原

【Abstract】 At present,in advancing the process of China’s industrialization and the city under the background of the times,there are a large number of national rural land,housing for the expansion of city size and acquired by the government,the new group of landless peasants.As the traditional rely on rural land as subsistence labor force,lead to the loss of land lost the most basic living security.Landless peasants to obtain stable occupation after losing the proportion compared to early losses fell sharply,which will lead to a series of new economic and social problems.To actively guide the employment of landless peasants,landless peasants to solve the employment problem,achieve the sustainable development of economy and society,has become China’s Township An important issue of the town level government.The farmer Lei Feng town of Hunan province Changsha hi tech Zone land as the research sample,the introduction of labor market theory,governance theory,social justice theory as the theoretical basis of this paper,the landless peasants re employment status were investigated.The results showed that the lack of the cultural level of peasants is low and non-agricultural occupation skills,government employment the lack of specific measures to guide industrial park,high tech Zone structure effectively absorb landless peasants,rural land requisition compensation mode causes of farmers’ lack of awareness of employment,re employment of landless peasants in the process of the competition is low,the effect of employment service government is not obvious,the Enterprise Limited absorptive capacity etc.The main problem for countermeasures to alleviate the employment of peasants Lei Feng town landless,in order for the government to solve the employment problem of landless peasants in villages and towns all over the country,puts forward some strategies:(1)to strengthen employment training to improve the quality of employment of landless peasants.(2)the transformation of government functions to enhance the employment service level.(3)to improve the employment environment.The results of digestion employment obstacles.(4)perfect relief system in order to reduce the risk of unemployment of landless peasants.更多还原
