【摘要】 退役军人作为重要的社会力量和人才资源,其安置工作不仅关系到退役军人个人的生存和发展,更关系到军队的建设与社会的稳定。因此,我们要做好退役军人的安置工作,保证军人不仅在军队中贡献自己的力量,回到地方后也能成为经济建设的中流砥柱。改革开放之后,我国开始以经济建设为中心进行一系列的变革,尤其是在1992年确立了建立社会主义市场经济体制的改革目标,这对于社会各方面都产生了深刻的影响。建国以来,退役军人安置一直采取计划分配的方式,在1992年确立社会主义市场经济体制之前,计划分配的指令性安置方式比较有效。但是1992年之后,计划安置与市场安置的矛盾越来越突出,逐渐不能适应经济体制的变革。直到2001年颁布了《军队转业干部安置工作暂行办法》,才把自主择业与计划分配的安置方式相结合,建立了与市场经济相适应的退役军人安置方式。本文研究的是我国经济体制转轨下的退役军人安置政策,主要研究1978-2000年这一阶段退役军人安置方式的变迁,尤其是实行市场经济体制改革对于安置政策的影响。同时指出了这一阶段出现的主要问题,并提出解决措施,为现阶段退役军人的安置工作提供借鉴和启示。改革是一个系统工程,它是全局性的,国家的各项政策都要为其服务。对我国经济体制转轨下的退役军人安置政策的研究,是我国经济体制改革和其它各方面改革的缩影,也反映了改革开放进程中所遇到的诸多困难。退役军人安置政策是上层建筑,虽然落后于经济基础但是要适应经济基础的变化。现阶段的退役军人安置政策也要随着社会的变化不断调整和完善,对于此问题的研究有着重要的理论和现实意义。更多还原

【Abstract】 Veterans are an important social power and human resource,their resettlement work not only relates to the survival and development of the individual,but also relates to the army construction and social stability.Therefore,we need to do the veterans’ resettlement work well,not only let soldiers make contributes to the army,but also service for local economy.After the reform and opening-up,our country began to take economic construction as the center to carry on a series of changes,especially in 1992 established the market economic system,which had a profound impact on all aspects of society.The veterans’ resettlement has been distributed in a planned way.Before the market economic system reform established in 1992,the planned distribution of veterans’ resettlement is effective.However,the contradiction between planned distribution and market allocation became prominent after 1992,and unable to adapt the changes in the economic system.It was not until 2001 that the Interim Measures for the placement of demobilized military cadres were promulgated;the placement methods of self-employment and plan allocation were combined to be suitable for the market economy.This paper studies the veterans’ resettlement policy under the economic system transition in China,which reviewed the changes of the veterans’ resettlement way from 1978 to 2000,especially the influence of the market economic system reform.At the same time,the paper points out the main problems and puts forward measures,this can provide experience for veterans’ resettlement work in the present stage.Reform and opening-up is system engineering,and all the policies of the country should serve for it.The study on the veterans’ resettlement policy under the economic system transition in China is the epitome of our country economic system reform and other aspects reform,which reflects the difficulties encountered in the process of reform and opening-up.The veterans’ resettlement system is the superstructure,which lags behind the economic foundation but needs to be suitable for the changing economic fundamentals.The present veterans’ resettlement policy should be suitable for the society reform,and the research on this issue has important theoretical and practical significance.更多还原
