【摘要】 随着我国市场经济的不断繁荣,中小企业在我国国民经济中的地位日益重要,在活跃社会经济和解决社会就业方面有着不可替代的作用。近年来,A县政府秉承“促进中小企业发展、服务地方经济”的理念,多措并举扶持中小企业加快发展,使A县中小企业发展环境有所改善。但笔者经过调查了解到,由于A县中小企业存在着经济体量小、抗风险能力差、管理缺乏制度、产权结构不明晰、企业寿命周期短等问题,A县中小企业的发展仍然受到很大程度上的制约。中小企业自身发展不足决定了它离不开社会各个组织对中小企业的公共服务。本文尝试从公共服务供给模式的角度入手,通过以吉林省A县中小企业服务中心为例,研究政府主导这种公共服务模式下的中小企业服务中心。首先,通过调查问卷和访谈的方式论述了A县经济发展状况和中小企业自身发展情况,进而提出了中小企业服务中心存在的必要性;其次,本文通过搜集文件和调查问卷,论述了A县中小企业服务中心公共服务供给的模式,指出了政府主导公共服务的实现方式;再次,本文剖析A县中小企业服务中心存在的弊端,指出了政府主导公共服务的共性问题:行政色彩浓厚、服务方式单一、财政投入不足、社会化服务产品匮乏等问题:最后,本文运用现有公共服务理论并结合A县中小企业服务中心的具体实际,提出建立建立多元化公共服务供给体系,理清政府、服务中心、企业、社会组织等之间的相互关系,最终为吉林省A县中小企业服务中心公共服务供给改革提供有效参考。更多还原

【Abstract】 With the continuous prosperity of China’s market economy,SMEs play an increasingly important role in China’s national economy,and play an irreplaceable role in activating the social economy and solving social employment.In recent years,adhering to the "A county government to promote the development of SMEs,to serve the local economy" concept,take measures to support small and medium enterprises to accelerate the development of SMEs,the A county development environment has been improved.But after I learned that the investigation,due to the small and medium-sized enterprises in A county has a small amount of economy,anti risk ability is poor,lack of management system,the structure of property rights is not clear,the enterprise life cycle is short,the development of SMEs in A county is still restricted to a great extent.Small and medium-sized enterprises themselves lack of development,decided that it can not do without the social organizations of SMEs in the public service.This article attempts from the public service supply pattern angle,through takes the Jilin province A County small and medium-sized enterprise service center as the example,studies the government to dominate this kind of public service pattern the small and medium-sized enterprise service center.First of all,through the questionnaire and interviews discussed the economic development situation in A county and the small and medium-sized enterprise own development,then put forward the necessity of the existence of small and medium-sized enterprise service center;secondly,this paper collected documents and questionnaire,discusses the small and medium-sized enterprises in A County Service Center Public Service supply mode,points out the way to achieve the government leading public service;again,this paper analyzed the drawback of existing small and medium-sized enterprises in A County Service Center,points out the common problems of government led public service: the problem of strong administrative color,the ways of service,lack of financial investment,lack of social service products.At last,this paper uses existing public service theory and combined with the concrete practice of small and medium-sized enterprises in A county the service center,proposed the establishment of a diversified public service supply system,clarify the government,enterprises and service center,The relationship between social organizations and so on,finally provides an effective reference for the reform of the public service provision of SMEs service center in A County of Jilin province.更多还原
