【摘要】 近几年随着中国经济的快速发展,人们对环境保护的要求越来越高,能源作为国家发展的基础产业,如何发展绿色环保可持续利用的能源成为了我国经济持续发展面临的前提条件。而风电作为绿色环保能源的代表,具有节约能耗、污染小、可持续利用、技术成熟的特点,开始在我国能源结构中的地位不断提高。经统计,2015年底,中国的风电总装机容量已突破1.3亿千瓦时,按照国家“十三五”规划指示,十三五期间,中国仍有0.79亿千瓦时风电装机容量的计划。风电如此巨大的装机容量和规划,必然需要一套简单、直接、可操作性强、可靠、统一的后评价体系,来找到旧风电项目开发、建设、运营中的诸多弊端,指导新项目的开发、建设、运营。本文以HH风电场项目作为后评价的研究对象,对HH风电场的开发、建设、运营中的必要环节及项目的经济效益、项目的影响和可持续能力进行分项评价,最后采用逻辑框架法和改进的成功度评价法进行整体评价。评价结果显示,HH风电项目开发、建设、运营手续齐全合法合规,机组运行稳定、项目的盈利能力非常好,且对周边居民和生态未造成影响,项目在政策、市场、风能资源方面可持续能力很强。本文同时也总结了HH风电场的经验教训,为规划建设项目的开发、建设、运营提出了合理化建议。更多还原

【Abstract】 With the rapid development of China’s economy in recent years,people pay more and more attention to the requirement of environment protection.Energy as the basis for the development of national industry,how to develop the sustainable green energy has become a prerequisite for the continuous economic development.As a representative of green energy,wind power has the characteristics of saving energy consumption,small pollution,sustainable use and mature technology,and it has begun to improve its position in China’s energy structure.By statistics,at the end of 2015,China’s wind power installed capacity has breakthrough 130 million KWH.Following the instructions of the national’s "The 13th five-year plan",China still has 79 million KWH wind power installed capacity plan.Based on the huge capacity and planning of wind power,we need a simple,direct,strong operability,reliable,unified evaluation system to find the disadvantages of previous wind farm projects to better guide the development,construction and operation of new wind farm projects.Based on the HH wind farm project as the research object of post project evaluation,this dissertation estimates the economic benefit,influence and sustainable ability of the HH wind farm project during its development,construction and operation,finally evaluates the overall success with the logical frame method and the improved degree evaluation method.Evaluation results show that the HH wind farm project’s procedure is completely legal compliance during its development,construction and operation.The unit operation stability and the profitability of the project is very good without impact to the surrounding residents and ecological environment.The project has strong sustainable ability in the policy,market and wind resources.This dissertation also summarizes the experience of the HH wind farm project and puts forward some reasonable suggestions to the development,construction and operation of the subsequent wind farm project.更多还原
