【摘要】 随着网络科技的快速发展,网络商品交易由萌发起始状态至高速发展逐渐成为衡量一个国家综合实力和信息化程度的标志。网络商品交易逐渐成为上网人群最常见的消费方式,网络销售活动也成为社会经济流通流域中不可缺少的重要组成部分。随着移动网络交易爆发式增长,网络商品交易带给消费者除了便利、实惠外,也带来实际交易中不少的困扰。网络售假、退换货难、虚假发货、售后服务差、网络诈骗等问题困扰广大网购用户。尤其是跨境网络商品交易在飞速发展的同时,也带来了诚信低、欺诈多、维权难等一系列的问题,在社会上造成了一定程度的负面影响。工商行政管理部门作为市场监督的主体,行政执法监管的重要部分,工商行政管理部门一直在不断探索对网络商品交易的合理、合法、有效率的监管,顺应潮互联网流趋势的变化,改善执法手段,出台相应的地方性法规和方针政策,更好的维护网络市场秩序,认真履行自身职责,发挥市场监督的作用。虽然在目前的实际工作中,取得了一些成就,但是和我国经济发达地区如北京、广东等地区相比,仍有很多的问题与不足,需要工商行政管理人员继续探索实践,结合本地实际情况,把其当成工作重要课题,才能摸索出适应新形势下的网络商品交易监管道路。本文从网络商品交易的现状及现实存在的问题分析,找出工商行政管理部门在对网络商品交易监管中的问题不足,结合国内外的经验,对保定工商行政管理局在网络商品交易监管方面提出相应的对策及建议,以求更好的对网络商品交易进行监管,保护地方经济良好有序发展,更好的维护消费者的合法权益,履行好工商行政监管的职责。更多还原

【Abstract】 With the rapid development of network technology,the online commodity trading from the initial state to the germination of high-speed development has become the symbol of a country’s comprehensive strength and the level of information technology.The online commodity trading has gradually become the most common way to access the consumption,network sales activity has become an important part of social economy in circulation.With the explosive growth of mobile Internet transactions,the online commodity trading consumers besides convenient,affordable,also brings many problems in the actual trading.Online selling,return difficult,false delivery,poor after-sales services,network fraud problems plagued the vast majority of online shoppers.Especially cross-border online commodity trading in the rapid development at the same time,but also brought a low level of integrity,fraud,rights and a series of problems,resulting in a certain degree of negative impact on society.As the dominant part of market supervision,the important role of the administrative law enforcement supervision,the administrative department for Industry and Commerce has been constantly exploring many supervision methods to make sure the online commodity trading reasonable,lawful and effective.In order to comply with the trend of the Internet,theauthority to improve law enforcement means,introduce the corresponding local regulations and policies,better maintenance network market order,conscientiously fulfill their duties,and give full play to the market supervision.While in the actual work,these initiatives have made some achievements,but compared with developed areassuch as Beijing,Guangdong and other regions,there are still many problems and shortcomings.Therefore,need to continue to explore the practice of local actual situations.Consider it as an important task to find out,to adapt to the new form of the regulation in road network.This paper analyzed the current status of the online commodity trading and the existing problems,pointed out that this lack of them.The author puts forward corresponding countermeasures and suggestions combined with the advanced experience at home and abroad,to make the Baoding Municipal Bureau of industry and Commerce to better manage the commodity trading network,promote local economic healthy and orderly development,safeguard the legitimate rights and interests of consumers,perform industrial and commercial administrative supervision and management responsibilities.更多还原
