【摘要】 唐山市纪委通过对农村信访举报情况研究分析,发现了村级基层权力的失控与滥用成为当下的信访举报频发的主要原因。因此,打击农村腐败不仅成为中央政府重点关注的对象,也是维护农村政治稳定的重要手段。如何实现对村级基层权力科学有效的监管,是破解农村“微权力,大腐败”问题的症结所在,是防止村级基层权力的失控与滥用、维护广大农民群众民主权利和政治权利的主要途径。而当前的农村基层权力监督机制仍存在着诸多问题,研究一种新的监督机制迫在必行。该文主要采用文献研究法、访谈和问卷调查法以及案例分析法等研究方法,以权力制衡、基层民主自治等公共管理学、行政学相关理论为基础,提出问题、观察现象、分析原因、提供解决方案。论文,首先结合迁安市在五重安乡推行村级事务“小微权力清单”制度试点1的实践经验,梳理总结出来村级事务“小微权力清单”制度的实施方法和取得的成效,同时也暴露出一些问题,如推行进程不平衡、工作机制不完善、宣传方式单一,群众知晓率低等。而导致上述问题的原因主要有村集体经济的薄弱、问责与考核机制的不完善、村民政治参与能力比较差等。接下来,通过对迁安市级村级事务“小微权力清单”制度试点2(网上监督平台)的工作情况进行了详细地介绍,并采用问卷调查的形式深入了解和重点分析网上监督平台的运行情况和存在的不足,最后为完善迁安市村级事务“小微权力清单”制度提出相应的对策,如建立和完善工作机制、强化村级事务“小微权力清单”制度与网络监督相结合等。该文在理论上可以丰富农村基层权力监督在机制创新方面的理论研究,在实践上可以为推行村级事务“小微权力清单”制度,创新农村基层权力监督机制提供一些有价值的方法,并为具有类似情况的地区提供参考和借鉴。更多还原

【Abstract】 The Research and Analysis on the Reporting Situation of Rural Residents in Tangshan;It has been found that the loss of control and abuse of grassroots power at the village level is the main reason for the frequent occurrence of the current situation.Hence combating rural corruption is not only the object of central government attention.It is also an important means to maintain rural political stability.How to realize the scientific and effective supervision of village-level grassroots power is the crux of solving the problem of "small power and big corruption" in rural areas.It is the main way to prevent the out-of-control and abuse of village-level grass-roots power and to safeguard the democratic rights and political rights of the masses of peasants.At present,many problems exist in the supervision mechanism of rural grassroots power.Research on a new supervision mechanism must be done.This paper mainly adopts the research methods of literature research,interview and questionnaire survey and case analysis,and puts forward the questions,observes the phenomena,analyzes the reasons,and provides the reasons of public management and administrative theory such as power balance,grassroots democracy and autonomy solution.First of all,the practical experience of pilot 1 of "small power list" system of village-level affairs is carried out in Qian ’an city,to summarize the implementation methods and achievements of "small power list " system of village affairs.Some problems are exposed,such as the implementation of the process is not balanced,the work mechanism is not perfect,a single publicity,low awareness of the masses.The main causes of the above problems are the weak village collective economy,accountability and assessment mechanism is not perfect,the villagers’ political participation ability is relatively poor.And then,this paper introduces the work of the "Small Power" Inventory System Pilot 2(on-line supervision platform)in Qian ’an Village Class Affairs,in order to understand and focus on the operation situation and shortcomings of the online supervision platform.Finally,it puts forward the corresponding countermeasures to improve the "small power list" system of village affairs in Qian ’an city.Establish and improve working mechanism,to strengthen the "small power list" system of village level affairs and network supervision.This paper can enrich the theoretical research on the mechanism innovation of rural grassroots power in theory,which can provide some valuable methods for carrying out the "small power list" system of village affairs and innovate the rural grassroots power supervision mechanism in practice.For the similar situation in the region to provide reference and reference.更多还原
