A公司某出口型动车组项目进度管理研究

【摘要】 在中国高端装备制造业遭遇世界经济危机和面临其他国家的激烈竞争之际,高铁的出现成为中国制造转型升级的一大亮点。中国高铁企业频频斩获海外大单,中国南车和中国北车海外订单的连续增长已成为中国高铁开往世界的佐证。轨道交通车辆是由成千上万种零件组成的产品,属于技术密集型产业,包括了机械、电气、通讯、网络等技术。从设计研发到生产制造,再到调试运行,都是非常复杂的系统工程,需要各个部门的通力合作和沟通才能顺利完成。特别是近年来,无论是国内还是国外有关新型高速动车组的开发步骤明显加快,但提出对动车组研发制造作为一个项目来进行管理,还是比较少见的。为了能在时间上管理那么复杂的技术系统,这就需要在时间进度上进行科学的管理,做到“有备而来",而结合A公司某出口型动车组项目进度管理的过程,提出一些轨道车辆新车型研究开发过程中进度管理的建议,正是本论文研究的目的。本论文结合A公司某出口型动车组研发制造项目,运用了项目进度管理中的WBS、责任分配矩阵、网络图等理论知识,编制了本项目的进度计划。并通过对项目各项工作的逻辑关系的分析,确定了项目进度优化方案,满足了项目工期要求。接着对项目进行中可能影响进度计划执行的各项因素进行了分析并制定了相应对策,对项目进度计划的执行实行动态监测和控制,确保项目进度始终在计划之内。通过该项目的进度管理,得出可借鉴的经验,为类似的动车组新车型研制项目提供可参考的信息。事实证明只有按照科学的管理方法来对项目进行分析和管理,才会使项目在可控制的范围内顺利完成。本论文建立了轨道车辆新车型研制项目进度管理的规范流程,形成了项目进度动态监测和控制体系,分析了该项目的可移植性。有效减少了项目进度风险和过多的成本投入,增强了该项目参与人员的项目管理的意识。

【Abstract】 High-end equipment manufacturing industry in China in the rest of the world economic crisis and facing fierce competition,the emergence of high-speed become a focal point of the transformation and upgrading of manufacturing in China.China’s high-speed rail companies have won big overseas,CSR and CNR overseas orders continuous growth has become China’s high-speed trains bound for the support of the world.Rail transit vehicles is made up of thousands of parts product,belongs to technology-intensive industry,including mechanical,electrical,communication,network technology,etc.From design development to production and manufacturing,debugging and running,and is a very complicated system engineering,need to each department cooperation and communication to complete.Especially in recent years,both in domestic and abroad about the new high-speed bullet train speeding up development steps,but puts forward the development and manufacture of the emu as a project to manage,is very rare.To management in time so complex technical system,which requires scientific management on the schedule,"prepared",and combining with the company A connect Hong Kong emu project schedule management process,put forward some rail vehicle research and development of new models in the process of schedule management advice,it is the purpose of this thesis.This paper combined with the development and manufacture connect Hong Kong the emu project,A company using the WBS in the project schedule management,responsibility allocation matrix,network chart,after the time limit for A project schedule optimization theory and project evaluation theory knowledge,compiled the project schedule.And through the logical analysis of the various work of the project,determine the project time limit optimization scheme,meet the requirement of project period.Then may affect the progress of the project plan execution of all the factors are analyzed and the countermeasures,execution of dynamic monitoring of project progress plan and control,to ensure the project schedule is always within a program,and ultimately to ensure the project completed on schedule smoothly.Through the project progress management,it is concluded that can draw lessons from the experience,for the similar of the emu new model development project to provide information for reference.It is proved only to analyze and manage the project in scientific methonds,we will accomplish the project smoothly and sucessfuly.This paper established a rail vehicle specification of new model to develop the project schedule management process,to form the project progress dynamic monitoring and control system,and analyzes the portability of this project.Effectively reduce the cost of the project schedule risk and too much input,enhance the consciousness of the project involved in the project management of the personnel.
