【摘要】 生活垃圾治理是现代化国际城市管理和生态文明建设的基础工作,是保障可持续发展和提升城市综合竞争力的重要内容,也是深圳市当前城市管理的最重要职责之一。为全面提升生活垃圾现代化治理水平,建设现代化国际化创新城市,将深圳市生活垃圾治理工作基本情况、工作进展等进行全面调研、梳理、分析,全力打造生活垃圾治理“攻坚战”。当前,经济社会快速发展,城市生活垃圾产生量逐年上升,垃圾分类和减量的社会知晓率较高,但实际参与率和准确率较低,效果尚不明显;垃圾处理设施建设严重滞后于垃圾增长速度,“垃圾围城”日益逼近等等问题威胁并阻碍城市的健康发展。有效控制垃圾增长趋势,注重垃圾源头减量,大力推进垃圾分类和回收体系建设,加强环卫各项保障,积极发动社会广泛关注生活垃圾治理工作,是生活垃圾治理的首要任务。城市生活垃圾治理的结果不仅直接影响人民群众的生活产生,同时,对社会的经济发展也将产生重要影响。因此,非常有必要提出生活垃圾治理问题症结所在,并提出切实可行的建议和措施。本文基于公共治理、可持续发展等相关理论基础和深圳市生活垃圾治理现状,以国内外治理经验为借鉴,提出适合深圳市的具体措施。在国内外治理经验的基础上,梳理总结国外的宝贵治理经验,从全面推行生活垃圾减量和分类、推进垃圾处理设施建设与改造提升、完善环卫行业监管、持续开展关爱环卫和强化生活垃圾治理改革创新等方面入手,探究提出解决对策,希望能够对制定更加有效的生活垃圾治理措施有所启发。更多还原

【Abstract】 Waste management is a modern international city management and the basis of ecological civilization construction work, is the guarantee of sustainable development and an important content of urban comprehensive competitiveness, also is one of the most important responsibility in the current urban management of Shenzhen. To improve living garbage modernization level of management, construction of modern international city, innovation will work life municipal solid waste (MSW) management basic situation and progress in work to conduct a comprehensive research, analysis of carding, and to "completed" living garbage management.With the rapid development of economic society, urban life garbage output increased year by year,the garbage classification and reduction of social awareness is higher,but the actual participation rate and low accuracy, the effect is not obvious; Garbage disposal facilities construction lags behind growth in the garbage, "garbage siege" is approaching,and so on question threat and hinder the healthy development of the city. Effective control of garbage growth trend, pay attention to waste source reduction, promote the building of garbage sorting and recycling system, strengthen the sanitation of various security,positive social attention living garbage management work, is the first task of living garbage management. The results of urban living garbage management not only directly affect people’s life, at the same time, the important influence on the economic development of society will be. Therefore, it is very necessary living garbage management question crux, and put forward feasible Suggestions and measures.Based on the theory of public governance, and sustainable development foundation and the Shenzhen city living garbage management present situation, the management experience at home and abroad for reference, put forward concrete measures for Shenzhen.
