【摘要】 我国社会治理理念从社会建设到社会管理再到社会治理,显然,这不仅仅是名称的改变,更重要的是治理的内涵和方式的转变。十八届五中全会进一步提出社会治理精细化,作为一种创新的社会治理模式和管理方式,能够为我国城市社区治理创新研究提供实践范式和理论工具。精细化治理从本质上来讲也是实现治理能力和治理体系现代化,是用现代的理念和要素逐步改造和代替传统理念和要素的动态性过程,从而使社会治理具有现代性特征和要素。在基层社区治理中,受到传统的粗放式管理方式的影响,社区治理常常采用行政管理中惯用的笼统模糊的方式,从而形成了路径依赖和制度惯性,表现为头痛医头、脚痛医脚,管理形式化且浮于表面,标准规范化程度低,工作不注重细节等,结果形成了“差不多”、“最后一公里”难题。虽然投入巨大成本进行治理,但收效甚微,必须重视社区治理中的“木桶短板”问题,以创新的精细化理念改造和取代粗放经验式管理。因此,社区治理要有序推进精细化,搭建社区自治和民主管理的平台和载体,开展多样化的服务和关注居民意愿,推动社区服务功能的拓展和治理效率的提升。社区精细化治理是社区治理的“微创新”,在“技术——理性”的指引下,将政府行政与多元主体相结合,通过创新理念、规范标准、重组流程、介入信息技术工具等微观层面的持续改进,发挥治理主体的积极性和创造性,实现治理的精准化和系统化的衔接与转换。本文将社区精细化治理置于国家和社会治理的宏观背景下,研究理论来源与分析框架,深刻把握精细化治理的内涵和实践要求,针对社区治理的短板效应,着重分析产生问题的原因。在此基础上将实践与理论相结合,紧密把握社区运行机制,参考国内社区治理体现出的主体复合参与、技术集成融合、机制精密规范的特点,结合国外社区治理经验,着重从以下几个方面推进社区精细化治理:提高认同精细文化与专注服务的意识、构建权责明确与复合多元的主体结构、设计精密规范与衔接有效的体制机制、导入均衡相宜与先进现代的技术手段、提供资金充裕与人才专业的支撑保障,并细化和突出了重点领域的进路,最终实现社区善治,推进社区精细化和现代化。更多还原

【Abstract】 The concept of social governance in our country is from social construction to social management and then social governance.Obviously,it is not only the change of name,but also the change of the connotation and mode of governance. In the Fifth Plenary Session of the 18th CPC Central Committee, the author pointed out that the refinement of social governance, as an innovative model of social governance and management, can provide practical paradigm and theoretical tools for the study of urban community governance innovation in china. The fine management in essence is to realize the modernization of governance capacity and governance system. It is a dynamic process of using modern ideas and elements to gradually transform and replace traditional ideas and elements, so that social governance has modern characteristics and elements.In the grass-roots community governance, affected by the modle of traditional extensive management, community governance is often used in the administrative management of the general vague way, thus forming a path dependence and institutional inertia, the performance of headache-foot, management of formal and floating on the surface, the low degree of standardization, working does not pay attention to details,resulting in the formation of "almost" and "last mile" problem. Although the huge cost of governance, but with little success, we must pay attention to community governance in the "short barrel" problem, with innovative concept of refinement transforming and replacing the extensive experience of management. Therefore, community governance should be carried out in an orderly manner to refine the scale, build a carrier and a platform for community autonomy and democratic management, carry out diversified services and pay attention to the wishes of the residents, promote the expansion of community service functions and enhance the efficiency of governance. Community refinement is the "micro-innovation" of community governance. Under the guidance of"technology-rationality", the government administration and the pluralism main body combine with each other. Through the innovative concept, standardize the standard,reorganization process, involved in information technology tools and other micro-level continuous improvement, play the main body of enthusiasm and creativity, to achieve the standardization of governance and systematic convergence and transformation.In this paper, the community meticulous governance is placed under the macro background of state and social governance, and the theoretical source and analysis framework are studied. The connotation and practice of meticulous governance are deeply grasped. The short board effect of community governance is analyzed, and the causes of the problem are analyzed emphatically. On the basis of above, combining practice and theory, grasping the mechanism of community operation, referring to the characteristics of the main body compound participation, the integration of technology and the precision of the mechanism, combined with the experience of foreign community governance, focusing on the following aspects to promote community refinement:improve the awareness of the fine culture and focus on the service, build a clear and complex ownership of the main structure, design the precision norms and convergence of effective institutional mechanisms, import affordable and advanced modern technical means , provide adequate funds and professional support.Then refine and highlight the key areas of the road, and ultimately achieve community good governance, promote community refinement and modernization.更多还原
