冀北电网500kV变电站“调控一体”自动化系统建设的研究

【摘要】 在国家电网“大运行”体系背景下,各地区电网逐步建立起将电网调度管理和监视控制进行一体化运行的管理模式,随之“调控一体”自动化系统在国内各地快速发展。为了提高冀北地区电网调度运行管理水平本文对国内外电网的运行管理模式和调度自动化系统的现状和发展趋势进行了深入地了解,并对冀北地区电网调度运行管理及其调度自动化系统的现状进行了分析研究,构建出一套符合冀北电网500k V变电站运行管理模式,适合冀北电网500k V变电站发展的“调控一体”自动化系统。本文首先对国内外电网的运行管理模式和调度自动化系统的现状和发展趋势进行了介绍,对冀北地区电网调度运行管理及其调度自动化系统的现状进行了分析研究,进而提出了冀北电网500k V变电站“调控一体化”系统建设的实施条件、设计目标、设计原则及功能需求分析。然后从实施条件、系统组成、配置及网络方案等方面对“调控一体”自动化系统实施方案进行详细介绍,分析说明了冀北电网500k V变电站“调控一体”自动化系统的主要技术特点,对500k V变电设备的调控层面进行分析,指出了网、省层面实现500k V变电设备“调控一体化”具有的优缺点。最后,介绍了“调控一体化”自动化系统的实施效果,从提升基础数据质量,提高同业对标水平,常态化断路器远方操作,缩短方式调整和故障处理时间,双重化构建调度数据网,增强二次系统安全防护等方面展现了“调控一体化”自动化系统的应用成果。本文所设计的冀北电网500k V变电站“调控一体化”自动化系统可以集合到现有的调度自动化系统中,不仅能够满足调度中心的应用需求,而且适应“大运行”系统建设方向要求,构建的技术支持系统安全稳定、可靠,显著提高调度人员及其监控运行人员的工作效率。
【Abstract】 In the background of "big run" system of the STATE GRID,the regional power grid establishes gradually a integrated management model combined power grid dispatch management with monitoring control.Then the automation system of integration of dispatching and supervisory control develops rapidly in all parts of the country.In order to improve the level of dispatching operation and management in the northern Hebei Province,this paper studies the current situation and development trend of power network operation management mode and dispatching automation system.In this paper,the current situation of dispatching operation management and dispatching automation system in the northern Hebei Province are studied.Then the operation management mode for 500 kV substations is built,which is suitable for the development of the 500 k V substations in the northern Hebei Province.Firstly,this paper introduces the current situation and development trend of the operation management mode and dispatching automation system in the domestic and international power network.Then the current situation of dispatching operation management and dispatching automation system in the northern Hebei Province are studied.Furthermore,the paper puts forward the implementation conditions,design objectives,design principles and functional requirements of building the integration of dispatching and supervisory control in the northern Hebei Province.Then the implementation plan of the integration of dispatching and supervisory control is introduced in detail from the conditions,system composition,configuration and network solutions.The main technical characteristics of the integration of dispatching and supervisory control in the northern Hebei Province are analyzed including the control level of the 500 k V substation equipment.The paper points out the advantages and disadvantages of realizing the integration of dispatching and supervisory control of 500 k V substations on the network and provincial level.Finally,this paper introduces the implementation effect of the automation system of the integration of dispatching and supervisory control.From improving the quality of basic data,improving the level of benchmarking,normalization circuit breaker remote operation,shorting the time of adjustment and fault handling,double construction of dispatching data network,enhance secondary system security protection and other aspects this paper shows the application of the integration of dispatching and supervisory control automation system.The designed automation system of the integration of dispatching and supervisory control in the northern Hebei Province 500 k V substations in this paper can be integrated into the existing dispatching automation system.The system can not only meet the application requirements of control center,and adapt to the construction requirements of "big run" system.The technical support system is safe,stable,reliable,and can significantly improve the working efficiency of the dispatcher and monitor operator.
