基于随机前沿分析的创新效率评价及影响因素研究

【摘要】 我们正处于一个日新月异发展中的时代。经济的增长,制度的完善,质量的提高都离不开科技创新。科技创新可以为我们的生产活动提供新技术、新方法和新模式。在地区与国家的发展战略中,科技创新都处于十分重要的地位。在世界范围内科技创新从第一次科技革命开始就广泛地发展起来,我国的科技创新大潮也逐渐掀起并取得了显著的成果。即使这样,目前我国科技创新的发展仍然存在着一些问题,创新效率不高、科技创新地区之间发展不平衡的现象仍然存在,并阻碍着我国科技创新健康快速发展。本文运用随机前沿分析方法对我国主要城市的创新效率水平进行测评,探析这些城市创新产出的转化率水平,同时比较不同城市之间创新效率水平的差异。创新效率的不同往往除了其自身产生的原因之外,还会受到经济环境和制度环境的影响。为了对我国主要城市创新效率进行评价并找到哪些因素能够影响创新效率。本文选用我国30个主要城市2006-2015年的数据,共300个观测值作为本文的研究样本进行研究。本研究运用随机前沿分析模型测算各城市的创新效率值,并验证对创新效率有显著影响的因素。研究发现我国地区之间创新效率的差异较大。我国整体的创新效率水平还有较大的发展空间,且随着时间的推移,创新效率整体上呈现逐渐上升的趋势。除此之外,政府、企业和境外的资金会对创新效率产生显著的正向影响。其他资金和固定资产投资对创新效率则产生显著的负向影响。所在地区大学生人数的比例对创新效率产生显著的正向影响。
【Abstract】 With the rapid development of our society,economic growth,the improvement of the system and quality are closely connected to technological innovation.Technological innovation can provide new technologies,new methods and new models for our production activities.In both regional and national level,technological innovation is now in a very important strategic position.It develop extensively starting from the first technological revolution.Nowadays,China’s technological innovation has also made great progress and achieved great results.Even so,the development of China’s scientific and technological innovation still has plenty of difficulties.Our innovation efficiency is low and has a lack of balance which still hinders the healthy and rapid development of China’s scientific and technological innovation.This paper uses the Stochastic Frontier Analysis(SFA)method to evaluate the innovation efficiency of major cities in China and then compare the innovation efficiency in the different areas.In addition to their own reasons,innovation efficiency will be affected by the external environment,economic environment and institutional environment.In order to evaluate the innovation efficiency of major cities in China and find out what factors can influence innovation efficiency,this paper collected the data of 30 major cities in China from 2006 to 2015 which contain 300 observations.This study uses the Stochastic Frontier Analysis(SFA)model to measure the innovation efficiency of the city and verify the factors that have a significant impact on innovation efficiency.We find that the efficiency of innovation is quite different in different regions.In general,China’s innovation efficiency has great potential to grow in future.Besides,innovation efficiency shows a gradual upward trend over time.We also find that government,business and overseas funds will have a significant impact on innovation efficiency,and this effect is positive.Other funds and fixed assets investment have a significant negative impact on innovation efficiency.The proportion of college students in the region has a significant impact on innovation efficiency,and this effect is positive.
