基层政府公共政策执行力问题研究

【摘要】 我国经济社会持续高速发展,综合国力不断提升,但是,在我国经济社会发展的过程中也存在着医疗资源严重不足、教育资源分配不均等社会问题。如何妥善解决我国当下的社会问题,保证我国顺利度过发展的重要战略期和转型的关键期,政府尤其是基层政府的引导、调控、服务能力显得尤为重要,实行什么样的公共政策,如何施行公共政策成为了关键因素。在这样的时代背景下,如何提升我国政府尤其是基层政府的公共政策执行力成为了一个重要的研究课题。自2006年以来,我国中央政府不断深化行政体制改革,推进“依法行政、科学行政、民主行政”,高度重视基层政府公共政策执行力建设,但是部分基层政府仍然存在盲目执行、拖延执行、虚假执行、歪曲执行等情况。本文以系统理论、委托代理理论等为理论基础,从公共政策的执行环境、执行主体、公共政策、执行机制等角度详细分析影响我国基层政府公共政策执行力的主要原因,并有针对性地提出解决途径:第一,加强现代行政文化建设,树立服务意识、学习意识、效率意识和法律意识,从价值观、发展理念层面影响基层政府公共政策执行力;第二,提高公共政策的科学性和可行性,为提升基层政府公共政策执行力提供有利的前提条件;第三,建立健全沟通机制和监督控制机制,为基层政府公共政策执行力的提升提供良好的机制保障;第四,加强对公职人员正确价值观的引导,合理配置人力资源,完善人力资源培训和激励机制,为提升基层政府公共政策执行力奠定良好的人才基础;第五,提升群众的政治素养,增强群众对公共政策制定和执行的参与程度,为提升基层政府公共政策执行力奠定有力的群众基础。基层政府公共政策执行力的提升是一个缓慢的过程,是随着经济社会的发展,生产力的进步而不断发展的,而建设高执行力的基层政府是一个复杂的过程,不仅需要基层政府和公职人员的改革创新,还需要社会各界共同努力才能实现。更多还原

【Abstract】 With the high-speed development of social economic,the integrated national strength of China,continually growing.Although China has made remarkable achievements,many problems have been generated during the process of China’s economic and social development,such as uneven distribution of educational resources and other problems.How to solve those social problems at the moment,to ensure our country could pass through the important strategic and transformation key phase of economy development,are main tasks of national government,including guiding the local government,regulating them,and enhancing their service capacity.Therefore,under this background,key factors such as what kind of public policy should be implemented,how to implement public policies,and especially how to enhance the grassroots government’s executive capability have become important research topics.Since the central government proposed the word "government’s executive capability" the first time at 2006,the reform of the administrative system has deeply been implemented.Some grassroots government,however,while executing public policy still have problems such as impetuous execution,procrastinate execution,fake execution,ill-directed execution.This paper comprehensively analysis the main reason that affects the execution of the public policy of the grassroots government in China.The paper discussed this topic from the public policy implementation environment,the implementation subject,the public policy,the implementation mechanism and the target group these five aspects,and puts forward the object-oriented solution regarding those five aspects,respectively.First,to strengthen the construction of modern administrative culture,and to establish a "service consciousness","learning consciousness"," efficiency consciousness",and "legalistic consciousness",and enhance local government’s public policy execution capability from the sense of values and the development of the conceptual level.Second,to enhance scientific and practical public policy,to strengthen the execution capability of public policy and provide favorable preconditions.Third,to establish and improve communication mechanisms,strengthen communication of the general public,to provide effective communication mechanisms to improve public policy executive capability.Fourth,to strengthen positive values of government officers to guide the rational allocation of human resources,to improve the training of human resources and incentives to lay a good foundation of talent people in order to enhance grassroots government public policy execution capability.Firth,to improve local political literacy,and enhance the local public participation in policy formulation and implementation level,to enhance the local government public policy executive capability and to build a strong fundamental basis of the general public.Enhance grassroots government’s public policy execution is a slow process,which cannot be built in one night.It goes with the economic and social development,productivity improvement and continuous development,and the construction of a high execution of grassroots government which is a complex process that requires not only grassroots government’s own reform efforts of government officials,but also all sectors of society to work together to achieve.更多还原
