【摘要】 德国建立公务员制度较早,在形成和发展的过程中,德国公务员制度形成了具有一定德国特色的制度。无论是入职前的考核制度,还是入职后的管理与保障制度,德国的公务员制度都表现出了特殊的优越性。本文选取现代德国公务员制度作为研究对象,通过对德国录用制度的特点、管理制度的特点和保障制度的特点进行分析探究,以此评价对德国的意义和对美国公务员的比较。本文包括四个部分:第一部分是绪论,主要介绍本论文选题的研究目的与意义,国外与国内学术界对于相关内容的研究成果,本论文的基本结构与研究方法和对德国现代公务员进行了概念界定。第二部分是正文第一章,以时间为线索,阐述了从普鲁士时期至今,德国公务员制度从萌芽到现代化的演进过程,证明德国的公务员制度经过长期的历史演变而逐渐发展完善。第三部分是正文第二章,综述学术界以德国公务员制度具体规定为研究对象,笔者在此基础上对德国现代公务员制度进行了分类,并根据分类着重分析了德国公务员的录用制度、管理制度和保障制度的特点。第四部分是正文第三章,本章主要在研究德国公务员制度发展过程的基础上,分析了德国公务员的历史地位,以及与美国文官制度的相关比较,从而突显出德国公务员制度在国际政治制度历史上的特殊地位。更多还原

【Abstract】 Germany established the civil service system earlier,in the process of formation and development,the German civil service system has formed a certain German characteristics of the system.Whether the before the entry assessment system or after the entry into the management and security system,the German civil service system has shown a special superiority.The modern German civil service system is chosen as the research subject in this paper.By the analysis of the characteristics of the German hiring system,the characteristics of the management system and the characteristics of the security system,the paper evaluates the meaning of the modern German civil service system for Germany and the comparison of American civil servants.This paper consists of four parts.The first part is the introduction which mainly introduces the purpose and significance of this thesis,the research results of the relevant contents in foreign and domestic academic circles,the basic structure and research methods of this thesis and the Concept definition of the modern civil servants in Germany.The second part is the first chapter of the paper.With the clue of time,this part expounds the evolution process of the German civil service system from the bud to the modernization so far from the Prussian period.And it proved that the German civil service system went through a long history of evolution and developed gradually.The third part is the second chapter of the paper.In this part,the author classified the German modern civil service system on the basis of the study of the academic circles to the specific provisions of the German civil service system.Meanwhile,according to classification the author emphatically analyzed the characteristics of the German hiring system,the management system and the security system.The fourth part is the third chapter of the paper.This chapter mainly analyzes the historical status of the German civil servants and the comparison with the American civil service system on the basis of studying the development of the German civil service system,thus highlighting the German civil service system in the international special status in the history of the political system.更多还原
