【摘要】 自我国提出全力推进战略性新兴产业布局之后,山东省紧随国家产业调整步伐,积极推动本省转型升级工作,改善过去传统工业带来的负面效应,促进本省战略性新兴产业发展。2012年山东省审议通过《山东省战略性新兴产业"十二五"规划》,规划中指出将"四新一海一高"作为山东省产业发展重点。经过一阶段的战略扶持工作,山东省战略性新兴产业演进效应已初步显现,进入加大改革力度、加速发展进程的新时期,但是在此之前我们需要对前一时期的改革转型成效进行验证。其中金融支持作为产业发展的重要支撑,是产业演化进程中的基础,通过对其进行的效率测评,将有助于下一步政策确立,为促进战略性新兴产业未来更好的发展提供理论依据。本文首先针对战略性新兴产业金融支持效率的有关理论进行梳理,包含金融发展理论、交互式金融支持理论、产业生命周期理论和效率理论,为研究提供强有力理论基础;其次运用对比方法阐述了山东省战略性新兴产业的发展概况,包含从各自产业角度出发的产业现状描述、从财务状况角度出发的产业现状对比分析、从多元资本层次角度出发的金融支持情况描述,发现山东省战略性新兴产业在金融支持的力度和广度上有待提升;再次运用实证检验方式对山东省战略性新兴产业进行对比效率测评,包含效率值测评、效率变化测评、效率环境影响因素测评三个方面,并改变过去黑箱研究战略性新兴产业金融支持效率问题,结合DEA两阶段方法在投入、产出指标基础上构造中间指标,其中投入指标主要包括长期借款、股权融资和债券融资、政府补助,中间指标主要包括无形资产、固定资产、劳动力,产出指标主要包括净资产收益率,主营业务增长率,通过对比的实证检验方式发现山东省战略性新兴产业现行金融支持效率有待提高;最后从构造多元化金融支持体系和改善企业管理方式两个角度出发,对优化山东省战略性新兴产业金融支持效率提出建议,打造山东省多层次资本市场,重点优化企业内部人才稀缺、技术创新不足和管理不规范等问题,为山东省战略性新兴产业发展保驾护航。更多还原

【Abstract】 Since our country put forward to advancing the layout of the strategic emerging industries,Shandong province has kept pace with the national industrial adjustment,that is to actively promote the industrial upgrading;eliminate the negative effect of traditional industry;and develop the strategic emerging industries in Shandong province.In 2012,the<Shandong province strategic emerging industries ’twelfth five-year’s plan>was successfully passed.This plan points out that the strategic emerging industries include new material,new energy and environmental protection,new generation of information technology,biology and medicine,Marine development,and high-end equipment,etc.The ’four new industries,one marine industries and one high’ will be the focus of the provincial development.At present,the effect of strategic emerging industry development in Shandong province has preliminary revealed.It’s time to enter the acceleration development periods and the reform will be intensified,but the previous effects have to be validated before that.As is known to all,the financial support is the basis for the development of strategic emerging industry,so the efficiency evaluation of the financial support is necessary.Then the good policy and the theory basis can be established for better development of the strategic emerging industries.In this paper,firstly,we should know the theory of the financial support efficiency to the strategic emerging industry,and it includes the theory of financial development,the theory of interactive financial support,the theory of industry life cycle and the theory of efficiency.It provides theoretical basis for our research.Secondly,it describes the status of the development of the strategic emerging industries in Shandong province,from the perspectives of respective industries,the financial situation and the capital levels.Through which,that the financial support of our province is ready to be improved is known.Thirdly,it will value the efficiency ofstrategic emerging industries in Shandong province,including the measurement of size of efficiency,the change of efficiency,and the influencing factors of efficiency.We will construct index structure by the DEA two-phase method.In this structure,you can see intermediate index,input and output index.We can change the black-box study of financial support to strategic industrial efficiency.The input indexes include long-term borrowings,equity financing and bond financing,government funding.The intermediate indexes include intangible assets,fixed assets,and labor.The output indexes include the return of net assets,growth in the main business.We find that efficiency of strategic emerging industries is not good in Shandong province.Finally,it suggests how to improve the financial support efficiency of strategic emerging industries in Shandong province.It is analyzed from two angles,that is the capital and the management of company.We should build a multi-level capital market in Shandong province,and optimize the internal management of the company.All of which will protect the development of strategic emerging industry in Shandong province.更多还原
