【摘要】 当今,我国正处于互联网信息高速发展的时代,各类公共事件时常经过互联网平台传播、发酵,引发社会的持续关注和热烈讨论,形成不可忽视的网络舆情。在很大程度上,网络舆情已经成为社情民意的风向标,倘若引导得当将能促进社会的进步发展,引导不得当则后果不堪设想。因此,我们必须正确、全面、切实加强对网络舆情的引导。网络舆情引导的基本方法包括“软”、“硬”两手,而我国目前在“硬控制”,也就是加强顶层设计,发挥法律制度、技术等把关人管理方面取得了一定成效,但是随着互联网技术的迅猛发展和舆论环境的复杂化,舆情引导工作显现出强制把关人手段的滞后性,难以起到长足效果。鉴于这种情况,笔者结合我国近几年突发事件的网络舆情特点及其引导现状进行了实证分析,发现了“软控制”,也就是网络道德教育方面的短板,因此试图以道德教育为切入点,探索网络舆情引导新路径,以期通过对网络舆情主体硬性把关人控制和道德教育相结合,发挥整合能量,促进网络空间清朗和网络舆论生态的健康发展。本文综合运用了文献研究、案例分析和国际比较的研究方法,主要按照“是什么”、“为什么”和“怎么样”的思路进行阐述:在基本理论阐述方面,对研究课题相关的舆情、网络舆情作了简要的分析界定,结合相关学科知识对网络舆情引导理论和方法进行了深入分析;在原因阐述方面,结合近几年突发事件网络舆情引导现状进行实证分析,指出网络道德教育的不足,进而结合硬控制手段分析了网络道德教育的优点及其发展的必要性;最后,在借鉴国外发展经验和改革传统教育方式的基础上,探索出突发事件网络舆情综合引导路径。更多还原

【Abstract】 Nowadays,our country is in the rapid development o f the Internet information era.Various public events are spread and fermented via the Internet platform,triggering social sustained attention and heated discussion.So,the formation of network public opinion cannot be ignored.To a large extent,the network public opinion has become a barometer of public opinion.The appropriate guidance will be able to promote the development of society,or the consequences would be unbearable to contemplate.Therefore,we must strengthen the guidance of network public opinion correctly,comprehensively and practically.The guidance of network public opinion consists the basic "soft" and "hard" hands,and our country currently has achieved some success in the "hard control",which is the top-level design,playing a gatekeeper management with the legal system and technology.But with the rapid development of Internet technology and the complexity of the environment of public opinion,public opinion guidance work shows the lag of gatekeeper management and it is difficult to play a long-term effect.So,the author analyses the characteristics of the network public opinion of emergency in recent years in our country and the current situation of its guidance and finds the short board of the network moral education.Trying to explore the new path of network public opinion guidance from the network moral education and integrating energies so that promoting the network space clear and health development of network public opinion ecology.This article mainly uses the literature research,the case analysis and the international comparison research methods and elaborates article according to the "what","why" and "how" thought.In the basic theory,this paper makes a brief analysis of the research topic related to public opinion and network public opinion,and makes a deep analysis on the theory and method of the network public opinion guidance.In aspects,this paper carries on the empirical analysis with recent year’s emergency network public opinion guidance situation and points out the problems of the network moral education,and then analyses the advantages of network moral education and the necessity of its development combined with hard control.Finally,on the basis of drawing lessons from foreign experience and reforming the traditional education mode,this paper explores the comprehensive guide path of emergency network public opinion.更多还原
