【摘要】 城市准公共物品供给对提高人们生活水平、稳定社会秩序和持续推进国家经济增长方面意义重大。近年来,我国城市公共产品供给的制度环境,随着我国经济体制的深化改革而不断发生变化,民营企业获得了合法性存在和生长的历史机遇,大步迈进城市准公共物品的生产和提供环节。在民营企业参与城市准公共物品的供给过程中,如何兼顾供给的公平性和经济的收益性,如何在参与过程中实现可持续供给,成为一个值得探讨的问题。本研究首先对民营企业的范围做出界定,通过对公共物品的相关理论的归纳与总结,说明民营企业参与城市准公共物品供给的可行性,其中,对民营企业目前参与供给的方式做出介绍。其次,对民营企业在供给过程中遇到的五种典型困境:准入门槛、融资困境、治理困境、盈利困境、退出困境做出现状描述和原因分析。然后,结合常州永安公共自行车股份有限公司参与城市公共自行车系统的案例,通过行业特点、市民满意度、成功原因三方面的分析,得出结论:民营企业在参与供给过程中,通过合理的行为选择和适当的行为优化,可以极大的提高城市准公共物品的供给效率,同时实现民营企业的可持续发展。进而提出民营企业参与城市准公共物品供给的行为选择策略。更多还原

【Abstract】 The quasi-public goods plays a significant role in the improvement of people’s living standards, the growth of national economy and the maintenance of social order. In recent years, along with the deepening of economic system reform, China’s urban quasi-public goods supply system on existing system environment has changed, private enterprises gained legitimacy historical opportunity, striding towards the city of quasi-public goods production and provide a link. In the city of quasi-public goods supply process, how to take a balance between the fairness and the economic benefits, how to private enterprises in the process of participation in sustainable supply, become a problem worthy to be discussed.This paper begins with introducing the definition of private enterprises,! than on the theory of public goods expounds the quasi-public goods supply, the feasibility of private enterprises to participate in the city, among them, the private enterprises to introduce currently involved in supply. Secondly, make the status description and analysis the causes of five kinds of typical trouble:! the Entry dilemma, the Financing dilemma, the Management dilemma, the Profit dilemma and the Exit dilemma. Thirdly,!with the case of Changzhou Eversafe Public Bicycle System Co.,Ltd to prove that: Through reasonable optimization behavior choice and the appropriate behavior, private enterprise can improve the efficiency of quasi-public goods supply of city, and to achieve sustainable development.!And then Behavior choice architecture of private enterprise participate in the urban quasi-public goods supply is put forward.更多还原
