【摘要】 大连市失业保险制度自建立以来,失业保险基金一直平稳运行并得到了相当程度的发展。失业保险基金对支持国有企业改革,维持失业人员失业后的基本生活,是失业保险工作的核心环节。失业保险基金是劳动者在失业期限的资金来源,失业保险金的账户管理、筹集方式、收支结余、支付水平对失业保险制度的执行和经办工作开展至关重要。随着市场经济的不断发展,大连市失业保险基金也经历了从产生、发展到完善的一系列过程,作为社会的“安全网”和“减震器”,失业保险基金的管理也在逐步规范。经过多年的发展,大连市失业保险基金的管理取得了一定的成绩,但同时也存在一些问题,如失业保险参保征缴仍有缺口,失业保险基金支出结构不合理,部分特殊群体的利益得不到有效保证等等。通过对大连市失业保险基金管理的发展历程回顾,对失业保险基金管理现状加以认识和分析,总结大连市失业保险基金管理面临的主要问题及原因,再对大连市失业保险基金管理水平的提高提出几点建议,使大连市的社会保险制度的规范化再上一个台阶。通过对大连市失业保险基金管理问题的研究,提出了关于失业保险制度、失业保险支出结构、失业保险基金管理体系、失业保险配套机制的建议.希望能有利于大连市在未来一段时间进一步提高失业保险基金管理重要性的认识,因地制宜地制定一套适合大连市失业保险基金的改革对策,明确失业保险基金未来的发展方向,确保失业保险经办工作的有效开展。更多还原

【Abstract】 Since Dalian unemployment insurance system was established, the unemployment insurance fund has been running smoothly and considerable development. The unemployment insurance fund played an important and positive role in supporting the reform of state-owned enterprises, maintaining the basic life after unemployed during the unemployment.,which is the core of the unemployment insurance work. Unemployment insurance funds is laborer in unemployment for source of funds, account management, raise way of unemployed insurance gold, balance, pay levels to organization of unemployed insurance system implementation and work is very important. With the continuous development of market economy, the Dalian city unemployment insurance funds also experienced from the formation, development to perfect a series of process, as a social "safety net" and "shock absorber" of the unemployment insurance fund management also gradually to specification.After years of development, Dalian city unemployment insurance fund management has made some achievements, but also has some problems, such as unemployment insurance, whereas there is still a gap, the unemployment insurance fund expenditure structure is unreasonable, the interests of some special groups can not get effective guarantee, etc. Through review of the development of Dalian city unemployment insurance fund management, to know about the present situation of the unemployment insurance fund management and analysis, summary of the main problems in the Dalian city unemployment insurance fund management and the reasons, and the improvement of the unemployment insurance fund management in Dalian, puts forward some Suggestions of Dalian city social insurance system to a higher level of standardization.Through the study of unemployment insurance funds management problem in Dalian, I put forward about unemployment insurance, unemployment insurance expenditure structure, unemployment insurance, unemployment insurance fund management system supporting mechanism. I hope to be able to help in the future for a period of time in Dalian to further improve the recognition of the importance of the unemployment insurance fund management, adjust measures to local conditions to develop a suitable reform countermeasures of city unemployment insurance funds, further define the future developing direction of unemployed insurance fund, insure the effective work of organization of unemployed insurance.更多还原
