【摘要】 行政效率即行政管理的有效性,是行政管理活动的出发点和归宿,也是衡量行政管理水平和效果的关键指标,提高行政效率是政府机关行政管理活动追求的最高目标。西方国家很早就开始了对基层政府行政效率问题的研究和探讨,而我国对基层政府行政效率的研究和实践却相对滞后。在社会主义现代化建设的新时期,地方政府机关的行政效率,直接影响着整个国民经济效率。因此,加强对地方政府的行政效率问题研究,促使经济和社会和谐发展,对整个中国有着重要的现实意义。本文围绕我国基层政府行政效率提高路径探究,着重阐述以下几点内容:首先,明确研究对象和相关理论。在研究行政效率基本观点的同时,按照我国的具体情况对政府行政效率概念进行界定然后分析当前我国基层政府行政效率提升所采取的主要措施和取得的成效,并进一步分析都有哪些原因成为我国基层政府行政效率提升的阻碍。根据阻碍找到根源,阐明原因。其次,分析了国内外基层政府提高行政效率的举措。以新加坡、日本、美国、英国四个有代表性的国家为例,分析了其提高基层政府行政效率的具体措施,并总结出了对应的经验启示并结合我国实际国情为我国的基层政府行政效率提升提供宝贵的经验借鉴。最后,具体从建立健全基层政府行政法律制度方面、合理调整基层政府行政组织结构方面、广泛普及电子政务发展方面、全面提高基层政府行政人员素质四个方面提出了使我国基层政府行政效率进一步提升的策略。更多还原

【Abstract】 Administrative efficiency means the effectiveness of administrative management.It is also the starting point and result of administrative activities.Improving the administrative efficiency is the highest goal of the administrative activities.The western countries began to study and discuss the administrative efficiency of the municipal long time ago.However,the research and practice of the administrative efficiency of the municipal government in our country is comparatively slow.In the new period of socialist construction,administrative efficiency of the municipal government can make a difference in the effectiveness of administrative management.Therefore,strengthen the study of administrative efficiency can make a difference to the whole country and even to the harmonious development of social economy.This treatise focuses on the path to improve the administrative efficiency of the basic level government.And here are a few tips:Firstly,definite the research target and figure out the correlation theory.At the time of doing the research about the basic ideas of administrative efficiency,according to the specific situation of our country,this treatise defines the concept of government administrative efficiency,and then analyzes the main measures adopted by the government to improve the administrative efficiency and the results we have already achieved.Then doing further analysis of the reasons for the existence of China’s municipal government to improve the efficiency of the obstructionSecondly,think over the methods of government both at home and abroad and find out how they improve the administrative efficiency.Take the case study of four representative countries in Singapore,Japan,the United States and the United Kingdom as examples,this treatise analyzes the concrete measures to improve the administrative efficiency of the municipal government,And summed up the corresponding experience and Enlightenment combined with the actual situation of China’s municipal government to enhance the efficiency of administrative experience to provide valuable lessons.Last but not least,the establishment of a sound grassroots government administrative legal system,reasonable adjustment of local government administrative organization,popularization of e-government development,and comprehensively improve the level of the administrative personnel quality four aspects so as to make our municipal government more efficiency.更多还原
