【摘要】 合肥市自2007年已经步入人口老龄化城市行列,老龄化水平高于全国平均水平,养老问题日益凸显。截至"十二五末",合肥市60周岁以上老年人口为126.38万人,占户籍总人口的17.56%,比"十一五"末上升3.79个百分点。其中,65周岁以上老年人口为87.03万人,占人口的11.6%,上升2.45个百分点,比全国平均水平高1.1个百分点,其中超过80周岁的老年人有18.34万人,超过100岁的老人有369人。城市老年人空巢家庭比例约为49%,预计到"十三五"末,合肥市老年人口将占户籍人口总数的比例,达到或超过20%。面对人口老龄化日益严重以及空巢老人数量增加的双重压力,使得养老服务日渐得到全社会的重视。全社会对于养老服务的需求也日渐增加,面对这种需求,我们传统在家庭中养老的方式存在很多弊端,其功能不断弱化;机构养老方式也就是我们所讲的养老院,一方面中国人的传统思想文化还是比较排斥将老人送到养老院中去,另一方面机构养老还处在发展阶段,其在很多方面不能很好地满足老人的需求。针对这种养老现状,合肥市政府在2013年起正式启动政府购买居家养老服务项目,为符合条件的老人,购买每月价值六百元的居家养老服务券,并且以政府出资补贴的方式在社区内创建社区居家养老服务中心,以此来解决老人的生理和心理上的问题。合肥市通过这几年的摸索研究,其政府购买社区居家养老服务已取得一定不错的效果,但其中还存在一些问题。本文采用文献研究、实证研究以及访谈三种方法来研究当前合肥市政府所购买社区居家养老服务的现状,结合实际情况来总结合肥市政府出资购买社区居家养老服务的初衷,购买居家养老服务对老年人所带来的好处以及目前在实施阶段所存在的难题,并针对难题研究出解决的对策建议。第一章是绪论,包括介绍研究背景及意义,国内外研究现状,采用何种研究方法以及介绍政府购买社区居家养老相关内涵;第二章是从当前合肥市政府购买社区居家养老服务的基本情况、购买的原因两方面来介绍政府购买社区居家养老服务;第三章是分析研究目前合肥市政府在购买社区居家养老服务过程中所面临的一些难题;第四章是针对合肥市政府在购买社区居家养老服务过程中面临的难题提出相应的对策建议,从而促进政府更好的开展购买居家养老服务的工作,促进合肥市居家养老服务更好的发展,为合肥市老年人提供更优质、更能满足其需求的服务;第五章是针对全文做出总结,更好的解决当前严峻养老问题。更多还原

【Abstract】 Since 2007,Hefei has entered the ranks of the aging population,the level of aging is higher than the national average.As of the end of 12th Five-Year,Hefei 60 years of age or older population of 1 million 263 thousand and 800 people,accounting for the household population of the total population of 17.56%,compared with the end of 11th Five-Year increased by 3.79 percentage points.Among them,the elderly population over the age of 65 to 870 thousand and 300 people,accounting for 11.6%of the population,an increase of 2.45 percentage points,1.1 percentage points higher than the national average,the elderly population over the age of 80 to 183 thousand and 500 people,one hundred years old was 369.The disabled elderly accounted for about 9.8%of the total elderly population,the proportion of city elderly empty nest family is about 49%,is expected to "13th Five-Year" at the end,Hefei City,the elderly population will account for the total household population proportion reached or exceeded 20%.In the face of the growing aging population and the increase in the number of Empty Nester double pressure,the pension service has gained the attention of the whole society.The whole society has also increased gradually to the demand for pension services,in the face of this demand,we in the traditional family pension mode has a lot of disadvantages,the function of weakening;the institution endowment is we talk about retirement homes,traditional thought culture on the one hand Chinese also is exclusive will be sent to nursing homes for the elderly to go.On the other hand,the pension agency is still in the development stage,meet the needs of the elderly can not very well in many ways.In view of the status of pension,the Hefei municipal government in 2013 officially launched the government purchase of home-based care services project,to comply with the conditions of the elderly,buy a monthly six hundred yuan worth of tickets and home-based care services,to subsidize the construction of community home-based care services center provides compensation and free services for older people in the community,meet the elderly physiological and psychological needs.After several years of exploration and development,the purchase of home care services in Hefei although achieved good results,but there are still some problems.This paper uses the literature research,the empirical research and the interview three ways to study the Hefei municipal government to purchase the community home to provide the aged service basic situation,analyzes the Hefei municipal government to purchase the home care service the reason,the purchase home care service to the old person the benefit and At the present stage of the implementation of the problems,and to solve problems for the development of countermeasures and suggestions.The first chapter is the introduction,including the introduction of the background and significance of research,domestic and foreign research status,the use of research methods and the introduction of the government to buy community-related home-aged connotation of the second chapter is to introduce the Hefei municipal government to buy community home care services,The third chapter is the analysis of the current Hefei municipal government in the purchase of community services in the process of home-aged face some problems;the fourth chapter is for the city of Hefei,the city government to provide services for the elderly,In the purchase of community home care services in the face of the problems faced by the corresponding countermeasures and suggestions to promote the Government to better carry out the purchase of home care services to promote the Hefei home care services for better development of Hefei for the elderly to provide better quality,To better meet the needs of their services;the fifth chapter is to make a summary for the full text,a better solution to the current serious pension problem.更多还原
