【摘要】 政府的重要职能部门之一是公安部门系统,具有维护社会稳定,保卫人民百姓生命财产安全的责任和义务,同时还具有保护公民隐私安全等职责。随着网络时代的兴起和发展,其互联网的运用越来越深得人心,在现代人们的生活中占据最为主要的地位。然而,互联网的大众化的运用,为公安系统的职能工作带来一定的困难,特别是来自互联网的舆情,舆情往往具有多样性,个性化,复杂性,独特性等特点,这使得公安部门系统对于舆情的管理面临巨大挑战。因此,公安系统的重要课题是对基于网络平台的舆情进行研究管理,促进其网络平台上的舆情的良好的发展并为社会良好运作提供保障。在正常情况下,网络舆情危机的迅速蔓延,并可能危及社会秩序和治理。网络舆情危机机制如下:危机会在何时发生一些媒体发现,舆论会迅速传到了网上,然后将集中并通过互联网放大,其次是多媒体互动的形成,这将引起政府的关注和参与。当有舆论认为,包括公安系统的网络状况,包括其政府没有足够的重视,因此,在顺应民意相对滞后,处于被动的局面。第一部分是绪论,主要包括论文的选题背景、目的及意义,国内外研究现状,本文的研究方法与论文框架。第二部分是新媒体时代网络管理的相关理论和现状,包括主要的内容是新媒体时代网络管理的相关理论,网络舆情的概念和内涵,新媒体的概念与发展,公安形象的定义与作用。还有新媒体时代网络管理的现状:网络舆论的基本特征,加强网络信息传播舆论引导的必要性。第三部分,国内外网络舆情管理中新媒体的应用实践,主要介绍了国外政府及中国台湾地区的实践与经验,国内公安系统的做法与经验以及对C市公安系统的启示。第四部分,对C市公安系统网络舆情管理的现状及问题分析。第五部分,分析C市公安系统运用新媒体完善网络舆情管理的对策,分别从初始阶段,传播阶段,发展阶段,退出阶段四个阶段进行分析,并分分其每个阶段的对策。最后得出相关结论并提出优化网络舆情的措施建议。对于公安系统的良好发展以及社会的稳定安全具有现实意义。更多还原

【Abstract】 One of the important functions of government is the public security department system,having the responsibility and obligation to safeguard social stability,protect people’s life and property safety of the people,but also has a responsibility to protect citizen privacy and security.With the rise and development of the Internet age,which won the hearts of more and more Internet use,occupy the most important position in modern people’s lives.However,the popular use of the Internet,bring some difficulties for the public security system functions,especially from the Internet public opinion,public opinion tends to have diversity,individuality,complexity,and other unique features,which makes the system for the public security department public opinion management faces enormous challenges.Therefore,an important issue for the public security system is based on public opinion research management network platform to promote the development of good public opinion of its network platforms and provide protection for the good functioning of society.Under normal circumstances,the network public opinion crisis spread quickly,and could jeopardize the social order and governance.The network public opinion crisis mechanism is as follows: crisis will be found in some media when it happens,public opinion will quickly spread online,and then will focus and zoom through the Internet,followed by the formation of multi-media interaction,which will lead to Government’s concern and participation.Situation when there is a network of public opinion,including the public security system,including its government does not have enough attention,therefore,in response to public opinion is lagging behind,in apassive situation.The first part is an introduction,including research background,purpose and significance,research status,research methods and thesis framework.The second part is the theory and current status of the new media era of network management,including the main content of the new media era theory of network management,network concept and content of public opinion,the concept and development of new media,public security and the role of image definition.There are new media era of network management status quo: the basic characteristics of the network of public opinion,public opinion to guide the need to strengthen the network of information dissemination.The third part,the network of public opinion at home and abroad Management Application of new media,introduces the practice and experience of foreign governments and China Taiwan region,practices and experiences of domestic public security system and enlightenment to C public security system.The fourth part of the status quo C City public security system network management of public opinion and problem analysis.The fifth part analyzes C City public security system to improve the use of new media network public opinion management measures,respectively,from the initial stage,the propagation stage,development stage,the stage exit four stages were analyzed,and each of its sub-sub-phase response.Finally,draw conclusions and propose measures and suggestions to optimize the network of public opinion.Security has practical significance for the good development and social stability,public security system.更多还原
