【摘要】 自改革开放以来,中国经济步上了前所未有的快速发展道路,随着城市化进程日益加深,城市区域逐步成为我国实现经济可持续发展和实现社会稳定的重要前提,在经济发展和社会进步中发挥着越来越重要的作用。当前中国正处于经济结构转型之中,各种不稳定因素日益积聚,无论是从频度还是从规模角度来看,城市区域已经成为突发公共事件的高发地,公共安全正面临着极大的威胁和挑战,成为各级别、各区域政府及相关部门都面临的高难度议题。建立行之有效的应急管理机制,已经成为考核当地政府工作绩效的重要指标。本文依照文献梳理、提出问题、案例分析、得出对策建议的研究思路,从理论和案例两个方面对突发公共事件应急联动管理进行了分析与研究。理论部分,分别梳理了国内外有关突发公共事件应急管理的内容,并基于与其紧密相关的危机管理理论、公共治理理论,对突发公共事件、应急联动定义进行了界定。案例部分,以上海市闵行区应急联动管理为研究对象。首先从产生背景、建设现状两方面阐述闵行区应急联动管理的概况,然后以闵行区处置H7N9禽流感、液化天然气槽罐车侧翻、亚硝酸盐食物中毒三件突发公共事件作为个案,重点阐述闵行区在应对具体突发公共事件时的流程和经验启示。另外,还分析了闵行区应急联动管理中存在的问题,主要包括职能部门缺乏积极性、信息资源共享应用不畅、人员队伍及业务培训不足、考核监督机制存有漏洞四方面。最后,分析了以上问题的深层次原因,主要有政府管理体质制约因素、立法保障机制不健全、突发公共事件教育滞后三方面。通过以上分析与研究,本文得出如下结论:对突发公共事件应急管理水平是衡量政府执政能力的指标之一,城市区域安全是国家安全的重要组成部分,加强对突发公共事件应急管理的研究对维护政治稳定与促进经济发展具有越来越重要的实践意义与社会价值。并根据这一结论,本文提出了完善突发公共事件应急联动管理的对策与建议:完善突发公共事件应急管理协调机制;拓展以技术为支撑的应急管理服务能力;加强突发公共事件应急管理队伍建设;建立健全应急管理责任与监督机制。更多还原

【Abstract】 With the rapid economic development of China and urbanization is accelerating,urban areas are increasingly important in social progress and economic development,they are important guarantees for China’s economic and social stability and sustainable development.Nowadays,China is in economic restructuring among the growing accumulation of various factors of instability,whether it is from the point of view of scale or frequency,urban areas have become a high incidence of public emergencies,public safety is facing great threats and challenges.In terms of public emergency management mechanism,how to minimize the cost of emergency management to achieve maximum efficiency of emergency management,maintain social stability and promote economic development have become key indicators that measure performance and management ability of local government administration.Based on the research ideas of raising issues,analyzing case,providing policy advice,this paper analyzes and studies regional public emergency joint management from two aspects of theory and case.In theoretical part,based on the theories of crisis management and public governance management,on the basis of defining emergency,public emergency and emergency joint,this paper analyzes the status quo of regional public emergency joint management from two aspects such as organization structure and resource guarantee,and then explores the problems of regional public emergency joint management currently,the problems are mainly for public emergency education is lagging,the legislation and safeguard mechanism emergency is imperfect,is constrained by the current government management institution.The part of the case,regarding Shanghai Minhang District city emergency management as the research object.First of all,to explained the background information of Minhang District Shanghai emergency response management from the three aspects of the background,purpose,main achievements of construction;Secondly analyzes the Minhang District Shanghai emergency response management organization structure,the operation platform and the resources safeguard and the disposal case to found the promble of Minhang District Shanghai emergency response management.These problems are the lack of linkage enthusiasm,management efficiency and service capabilities to be improved,business training needs to be strengthened,the assessment and supervision mechanisms are still not perfect;And analyzes the deep reason of these problems that lack of a sound legal system,the lack of coordination and cooperation between departments and the lack of public awareness of the crisis.Through the above analysis and research,I draw the following conclusions:the public emergency management is an important manifestation of the government’s ability,the security of urban areas is an important part of national security,continue to strengthen the study of regional public emergency management has more and more important practical significance and social value for maintaining political stability and promoting economic development In view of these conclusions,I propose countermeasures and suggestions to improve regional public emergency joint management,to improve the coordination mechanism of public emergency management,to develop the ability of emergency management services supported by technology,to strengthen the construction of public emergency management team,to establish and perfect the emergency management responsibility and supervision mechanism.更多还原
